On March 24, the Notice of the Department of Economy and Information Technology of Sichuan Province and the Department of Ecological Environment of Sichuan Province on the Regulation and Control of Cement Production Capacity in 2026 (hereinafter referred to as the Notice) was issued. Requirements
of the Notice:
1. The benchmark days of peak-shifting production task for a single cement clinker production line in 2026 is 160 days. For enterprises that fail to complete the production task of peak staggering in 2025 as required, the difference must be made up within 2026. After completing the tasks, they can apply for the resumption of relevant preferential policies. According to the actual situation of each city (prefecture), the provincial cement association, together with the municipal (prefecture) Bureau of Economy and Information Technology and the Bureau of Ecological Environment, and according to the needs of air pollution prevention and control, makes an overall study to determine the number of days for the industry to increase the number of days for the industry to stop kilns at the wrong peak. Enterprises should reasonably arrange the production plan of peak staggering throughout the year, and in principle, the number of days of kiln shutdown per month during the period of heavy pollution weather in autumn and winter from October to December should not be less than 20 days.
2. Each cement clinker production enterprise shall organize production in strict accordance with the approved production capacity, and the actual daily output shall not exceed 110% of the registered daily production capacity, and the actual annual output shall not exceed the registered annual production capacity. Municipal (state) economic and information departments should strengthen the daily dispatch of enterprise production and urge enterprises to submit daily clinker output reports before the 15th of the next month.
