Xizang Autonomous Measures to Support the High-quality Development of Green Building Materials Industry (Draft for Comments)

Recently, the Department of Economy and Information Technology of the Xizang Autonomous issued "Several Measures for Xizang Autonomous to Support the High-quality Development of Green Building Materials Industry" (draft for comments), pointing out that in order to further promote the steady growth, green transformation, optimization and upgrading, and high-quality development of the building materials industry in the whole region, the "Green Building Materials Industry in the Whole Region" is the "Green Building Materials Industry". The Economic and Information Department of the Autonomous Region jointly drafted "Xizang Autonomous Measures to Support the High-quality Development of Green Building Materials Industry (Draft for Opinions)".

These measures shall be implemented 30 days after the date of issuance, and the implementation period shall be up to December 31, 2027. In case of adjustment of relevant policies of the state and autonomous regions during the implementation, the latest policies shall prevail. The main contents related to the cement industry in the

draft are summarized as follows:

Continuously promote the optimization of the layout of the cement industry in the whole region, reduce costs and increase efficiency, support enterprises to lay out cement clinker production lines around major projects, and serve major projects. Enhance the supporting industries and production capacity in the region.

Support cement enterprises to carry out reorganization and integration, improve industry concentration, ensure cement supply for major projects, and cultivate leading enterprises in the industry.

We will support scientific and technological innovation in green building and green building materials industries, tackle key technical problems such as special cement, new wall materials and plateau assembly building components, and develop and apply new products and technologies. We

will strengthen the management of energy conservation and carbon reduction in the cement industry, promote clean energy substitution, implement ultra-low emission transformation, and promote carbon emissions trading in the cement industry in an orderly manner. Support cement enterprises to use cement kilns to co-dispose of domestic waste, and help the construction of waste-free cities.

Supporting building materials enterprises to strengthen industrial cooperation with "the Belt and Road" countries and regions, and guiding cement and other building materials products in our region to go out. Promote the capacity replacement of qualified cement clinker production lines in

an orderly and steady manner, and promote the unification of actual capacity and registered capacity of cement clinker production lines. Give full play to the role of comprehensive standards such as quality, environmental protection, energy consumption and safety, eliminate backward cement production capacity according to law and regulations, and promote the gradual withdrawal of enterprises with low environmental performance.

We will implement the building materials industry policy, strictly implement the standard conditions for building insulation materials, cement and other industries, and promote the standardized development of the industry.
