On June 29, the Urban Administration Bureau of Shucheng County, Anhui Province, issued an administrative penalty decision, imposing a penalty of 12238456 yuan on Anhui Changlong Cement Co., Ltd. for its illegal act of construction without a construction project planning license.

Illegal facts: During the period from 2004 to 2014, the party concerned did not obtain a construction project planning permit. Unauthorized construction of 15 buildings (structures) in the factory area, including 4 # workshop, 5 # workshop, closed connecting passage, large tool room, sedimentation tank, power distribution room, small tool room, production area toilet, small warehouse, large warehouse, office area toilet, staff canteen, sundry room, storage room and guard room, with a total construction area of 10065. 02 square meters. The above-mentioned case involves the construction of buildings (structures) in different periods, which violates Article 32 of the Urban Planning Law of the People's Republic of China (abolished) and Article 40, paragraph 1, of the Urban and Rural Planning Law of the People's Republic of China.

Penalty content: 1. Order to dismantle the closed connecting channel, sedimentation tank, power distribution room, small tool room, toilet in production area, small warehouse, large warehouse, staff canteen, sundry room and storage room from the date of receipt of the decision. 2. Penalty of 5% of the construction cost of 5 # factory building and office toilet involved in the case, amounting to RMB seventy-two thousand one hundred and fifty-six yuan only (￥ 72156.00). 3. Order to partially correct the large tool room within 15 days from the date of receipt of the decision in accordance with the requirements of the planning department, and impose a penalty of 3% of the construction cost of 4 # factory building, guard room and large tool room, amounting to RMB fifty thousand two hundred and twenty-eight yuan and fifty-six cents (￥ 50228.56).

Penalty basis: according to Article 40 of the original Urban Planning Law of the People's Republic of China and the original Implementation of the Urban Planning Law of the People's Republic of China in Anhui Province Article 32, Item 2, of the Measures, Article 64 of the Law of the People's Republic of China on Urban and Rural Planning and Article 54 of the Regulations on Urban and Rural Planning of Anhui Province.
