In order to further improve the publicity and implementation work, the interpretation is as follows.
First, the overall situation of
the list of green factories and green industrial parks in 2025 is determined through the procedures of voluntary declaration by enterprises and parks, recommendation by provincial industrial and information authorities, expert review and publicity, including 2038 green factories and 128 green industrial parks. At the same time, in accordance with the relevant requirements of the Interim Measures for the Gradient Cultivation and Management of Green Factories, the provincial industrial and telecommunications departments are organized to dynamically manage the green factories and green industrial parks that have been issued every year, and 132 factories and 3 industrial parks will be removed from the list of existing green factories and green industrial parks in 2025. The main reasons are illegal and irregular acts such as safety and environmental protection accidents, abnormal operation and production, major changes in the actual scope of production and operation, and failure to fill in dynamic management information data as required.
Up to now, the Ministry of Industry and Information Technology has cultivated 8336 green factories, accounting for 22% of the total output value of manufacturing industry above the scale, and the level of energy consumption and water consumption of green factories has reached the advanced level of the industry, optimizing the gradient cultivation mechanism, and driving the local construction of provincial and municipal green factories. The revised General Principles for the Evaluation of Green Factories (GB/T 36132 2025) clarifies that green factories are enterprises that directly carry out industrial production activities in the whole process of planning, construction and production and operation. The evaluation index system of green factories mainly includes 14 evaluation indexes in five aspects: low-carbon energy, efficient resources, clean production, green products and intensive land use, which further highlights the orientation of energy saving and carbon reduction. According to the differences of process flow, energy consumption structure and carbon reduction path in different industries, the construction guidelines for subdivided industries are formulated synchronously, and a clear "1 + N" standard system is formed to lead the high-quality construction of green factories with high standards.
Green industrial park is an important carrier for the implementation of green manufacturing. The newly formulated national standard, General Principles for the Evaluation of Green Industrial Parks, makes it clear that green industrial parks are industrial parks that achieve green low-carbon cycle development. The evaluation index system of green industrial parks mainly includes 17 indicators in five aspects: industrial development, energy utilization, resource utilization, infrastructure and ecological environment, which further highlights the core orientation of low-carbon, recycling and intensification. In view of the differences in energy consumption, resource utilization and carbon emissions brought about by different leading industries in the park, the leading values of indicators are classified and set to guide the industrial park to strengthen the clean, low-carbon and efficient utilization of energy and enhance the level of resource conservation and intensive utilization in an all-round way.
3. Continuously improve the green
content of green factories and green industrial parks. First, implement classified policies and provide precise services. Simplify the enterprise declaration process, relying on the management platform to create a unified and universal online evaluation tool, enterprises and parks do not need to prepare complex evaluation reports, only need to log on to the management platform to fill in data independently, upload supporting materials, can automatically generate evaluation scores, intuitively reflect the shortcomings of enterprises and parks. All regions actively support the construction of green factories and green industrial parks, establish provincial and municipal cultivation banks, and strengthen the process services such as green diagnosis. According to the actual situation, some regions give financial rewards and subsidies to the construction of green factories and green industrial parks, open green channels for technological transformation and project approval, and implement differentiated policies such as exemption from emergency control of heavily polluted weather.
Second, new technology and new equipment innovation lead. In the construction of green factories, we will vigorously promote the application of advanced technologies such as energy saving and carbon reduction, water saving and pollution reduction, and comprehensive utilization of resources, and deepen the integration and application of artificial intelligence in energy consumption monitoring, process control, and other scenarios. Organize the competent departments of industry and information technology around the country to regularly push financing projects for green transformation and upgrading, and help green factories solve the problem of green transformation funds.
4. In the next step of continuously promoting the construction
of green manufacturing and service system, the Ministry of Industry and Information Technology will conscientiously implement the relevant requirements of "Improving the Green Manufacturing and Service System" in the Action Plan for Green and Low Carbon Development of Manufacturing Industry (2025-2027) of the General Office of the State Council. Promote the green development level of manufacturing industry in an all-round way.
One is to sum up experience and promote it. The competent departments of industry and information technology in various regions summarize the advanced experience in the construction of green factories and green industrial parks, carry out various publicity activities, give full play to the benchmarking role of green factories and green industrial parks, guide enterprises and parks to actively carry out self-evaluation and benchmarking, and popularize new technologies and new equipment. Promote the overall level of green development.
Second, standards lead to quality improvement and upgrading. Continuously improve the standard system, classify and formulate evaluation standards for green factories, green supply chain enterprises and green industrial parks, and dynamically update the core indicators. Strengthen the whole process of cultivation services to standardize the precise and refined construction of green factories, green supply chain enterprises and green industrial parks.
Third, we should coordinate efforts to promote the formation of policy synergy. Revise and promulgate the management measures for gradient cultivation of green factories, and cultivate a number of new green factories, green supply chain enterprises and green industrial parks. We will increase support for green finance, form a number of green and low-carbon upgrading projects that can be landed, accelerate the green and low-carbon transformation of industry itself, and provide technical and equipment support for the comprehensive green transformation of economic and social development.
