According to the latest forecast results of the Provincial Eco-environmental Monitoring and Safety Center, there will be two large-scale moderate pollution processes in most parts of the province, including our city, from November 4 to 6 and from November 8 to 12. In order to effectively reduce the degree of regional pollution, shorten the duration of pollution and ensure the health of the people, according to the directive of regional joint defense and control and the provisions of the contingency plan for Heavy Polluted Weather in Xuchang City, the yellow early warning (level III) response to heavy polluted weather was initiated from 0:00 on November 4, 2026, and adjusted to orange from 0:00 on November 6. The cancellation of the warning will be notified separately. The relevant matters are hereby notified as follows.
1. Health protection measures
Children, the elderly and susceptible people with cardiovascular and cerebrovascular diseases and respiratory diseases should stay indoors. If they really need to go out, protective measures should be taken. The general population should reduce outdoor sports and outdoor work time. If it is unavoidable, protective measures should be taken. Kindergartens and primary and secondary schools that have installed air purification devices shall start the air purification devices in time; organize primary and secondary schools and kindergartens to stop outdoor courses and activities. Medical institutions should set up outpatient and emergency departments for related diseases and increase healthcare workers.
2. Suggested emission reduction measures
advocate public green consumption, and units and the public minimize the use of raw materials and products such as coatings, paints and solvents containing volatile organic compounds. Advocate green travel for the public, take public transport or electric vehicle as far as possible, stop the car in time, and reduce the idle running time of the vehicle in situ. Advocate the public to live a green life and reduce energy consumption.
3. Mandatory emission reduction measures
(1) Fully implement emission reduction measures for industrial sources. In strict accordance with the yellow and orange early warning and emission reduction measures stipulated in the national platform version of "Xuchang 2026 Heavy Pollution Weather Emergency Emission Reduction List" uploaded on September 30, 2026, counties (cities and districts) organize gas-related enterprises in their jurisdictions to implement differentiated management and control. Enterprises with A-level environmental performance, performance-leading enterprises and enterprises included in the "Emergency Exemption List for Fixed Sources of Heavily Polluted Weather in Xuchang City in 2026" (industrial enterprises that guarantee people's livelihood, normal operation of cities or related to national strategic industries and major projects that meet the access conditions of the white list of ecological environment factors) shall implement autonomous emission reduction measures. The emission of waste gas pollutants will only decrease but not increase; for enterprises that are in a state of shutdown before the start of early warning, the resumption of production will be postponed during the early warning period.
(2) Fully implement mobile source emission reduction measures. In accordance with the emergency emission reduction list for heavily polluted weather, the emission reduction measures for transport vehicles shall be strictly implemented. In principle, heavy and medium-sized diesel trucks, natural gas trucks, low-speed trucks and tractors are prohibited in the built-up areas of cities and counties, except for vehicles listed in the "White List of Heavy Polluted Weather Trucks in Xuchang City in 2026" (urban operation support vehicles and special vehicles for performing tasks). Construction waste clearance vehicles, dregs transport vehicles and sand and gravel transport vehicles are prohibited from driving on the road. In the "High-emission Non-road Mobile Machinery Prohibited Zone" (urban and county built-up areas, railway freight yards, logistics parks, industrial and mining enterprises and construction sites) determined in the Notice of Xuchang Municipal People's Government on the Renewal and Delimitation of High-emission Non-road Mobile Machinery Prohibited Zone, it is prohibited to use non-road mobile machinery that does not meet the requirements of Class III limits and the emission standards of the second and following countries. We will strengthen the supervision of large trucks entering the market and promptly investigate and punish traffic violations that break the ban. For enterprises included in the emergency emission reduction list, the vehicle control requirements shall be implemented simultaneously. Transportation departments are responsible for increasing public transport capacity and ensuring public travel.
(3) Fully implement emission reduction measures for dust sources. All counties (cities and districts) organize mines, sand and stone factories, stone factories and stone slab factories to stop open-air operations; Stop earthwork operations at the construction site (including stopping building demolition, earthwork excavation, backfilling, on-site transportation, spraying and painting, slope protection shotcrete, on-site mixing of concrete and mortar, mixing of lime, concrete chiseling, anticorrosion of road facilities, road asphalt pavement, etc.), and stop excavation of supporting roads and pipe ditches for construction projects; Construction waste removal vehicles, muck transport vehicles and sand and gravel transport vehicles are prohibited from driving on the road; non-road mobile machinery such as excavators for earthwork excavation shall be stopped); Construction projects (key construction projects, livelihood projects and emergency rescue construction projects determined by provincial and municipal governments) included in the "Emergency Exemption List of Dust Sources for Heavy Polluted Weather Construction in Xuchang City in 2026" may continue to operate as required, but the requirements for dust pollution prevention and control shall be strictly implemented, all bare sites shall be covered, and the frequency of sprinkling and dust reduction shall be increased to ensure compliance with environmental protection requirements. Non-road mobile machinery such as excavators for earthwork excavation shall be stopped; road sweeping and cleaning shall be strengthened, and the frequency of mechanized wet sweeping shall be increased.
(4) Fully implement non-point source emission reduction measures. It is forbidden to set off fireworks and firecrackers, burn crop straw, garbage, weeds, leaves and other combustibles in the open air, strengthen the supervision of the operation of cooking fume treatment facilities, and stop the operation of outdoor spraying, painting, cutting, welding and other gas-related links. Strengthen law enforcement and inspection of bulk coal burning, and strictly prohibit the sale, storage and use of highly polluting fuels in the "no-combustion zone".
4. To strengthen supervision and inspection
, relevant departments of counties (cities, districts) and municipalities directly under the Central Government should organize forces to carry out inspection and guidance on the initiation and implementation of contingency plan for heavily polluted weather, and urge enterprises to take emission reduction measures. One is to focus on key industries. Focus on enterprises involved in coal-fired boilers, biomass boilers, industrial furnaces and kilns to carry out law enforcement inspections, and strictly investigate illegal and irregular acts such as abnormal operation of pollution control facilities, excessive emissions, illegal emissions, abnormal operation of automatic monitoring facilities for pollution sources, and data fraud. The second is to focus on high-value hot spots. All counties (cities and districts) should use air quality monitoring data to screen high-value pollution hotspots within their jurisdiction, pay close attention to the regular high-value and abnormally rising areas pushed by the state, provinces and municipalities, organize on-site investigation in time, identify the crux of the problem and take effective measures to eliminate it. Third, strengthen on-site assistance. All counties (cities, districts) and relevant departments should set up law enforcement supervision and support groups, focus on key industries, key regions and key issues, carry out on-site supervision and assistance, and ensure that emergency control measures are in place.
