Recently, Zaozhuang City issued an orange warning of heavy pollution weather, requiring fixed sources to implement the orange warning emission reduction list (revised in 2026), key pollutant discharge units to superimpose additional measures and establish accounts, exempt list enterprises from "quantity-based production" shall not exceed the allowable scope of protection, and those who fail to report shall stop production and road transportation during the response period; Dust source-mines, sand and gravel yards, stone factories, ports and storage yards shall stop open-air operations, and earthwork operations, building demolition and concrete mixing shall be prohibited at construction sites except for emergency rescue.
According to the provincial and municipal environmental air quality situation forecast, it is expected that from the evening of November 1, our city will be affected by the weak pressure field, the north wind will turn to the weak south wind, the diffusion conditions will become worse, the humidity will increase in the morning and evening, the pollutants will continue to accumulate, and there will be a light to moderate pollution process. According to the requirements of regional joint prevention and control, our city will issue an orange warning of heavy pollution weather at 15:00 on November 1, 2026, and start the level II emergency response of heavy pollution weather at 18:00 on November 2, 2026. Emergency response measures are as follows:
1. Public protection measures
remind susceptible groups such as children, the elderly and patients with respiratory diseases to avoid outdoor activities. Primary and secondary schools and kindergartens stop outdoor activities. Stop holding large-scale mass outdoor activities.
2. Initiative emission reduction measures
advocate public green consumption and green travel, and units and the public minimize the use of raw materials and products such as coatings, paints and solvents containing volatile organic compounds.
Increase the capacity of public transport, rationally adjust the operation frequency and operation time of urban public transport, and improve the travel rate of public transport.
3. Mandatory emission reduction measures
(1) Fixed sources
implement the orange early warning and emission reduction measures determined by the city's heavy pollution weather contingency plan and the list of emergency emission reduction measures for fixed sources (revised in 2026), in which key pollutant discharge units also implement additional emergency emission reduction measures and establish accounts. Enterprises with large
air pollutant emissions shall be subject to negotiated emission reduction; for enterprises included in the exemption list, the exemption management provisions shall be strictly implemented, and the "production based on quantity" shall be implemented, and shall not exceed the allowable scope of protection; for enterprises included in the emission reduction list but failing to report underreport, production and road transportation shall be suspended during the emergency response period.
(2) The construction dust source
shall implement the orange early warning and emission reduction measures determined in the list of emergency emission reduction measures for construction dust sources (revised in 2026). Mines, sand and gravel yards, stone factories, slate factories, ports, storage yards, etc. shall stop open-air operations; except for emergency rescue, earthwork operations, building demolition, spraying and painting, slope protection shotcrete, concrete mixing, etc. are prohibited at construction sites; on the basis of daily road cleaning and watering, the frequency of watering and dust reduction operations shall be increased every day for main roads and sections prone to dust.
For the construction sites included in the exemption list, during the warning period of heavy pollution weather, the relevant requirements of air pollution prevention and control in the Evaluation Standards for Green Construction of Construction and Municipal Engineering shall be met, and all of them shall use the sixth national transport vehicles, the fourth national non-road mobile machinery or pure electric and hydrogen fuel cell vehicles, and non-road mobile machinery. Construction sites that
use closed construction methods such as "gas film in foundation pit", all use pure electric, hydrogen fuel cell or national six transport vehicles, and all use pure electric, hydrogen fuel cell or national four non-road mobile machinery can take emission reduction measures independently.
(3) The mobile source
shall implement the orange early warning and emission reduction measures determined by the list of emergency emission reduction measures for mobile sources and the list of key vehicle units. On this basis, we will strictly implement the requirements for increasing the proportion of clean transport in key industries and the requirements for the management and control of mobile sources at different levels of performance, encourage the use of new energy transport vehicles by power, mines (including coal mines), ports and other vehicle units, and stop using heavy and medium-sized diesel trucks. Transport vehicles such as coal, dregs, sand and gravel, which are easy to scatter
without sealing devices, are prohibited from going on the road. Key vehicle units and construction sites shall stop using transport vehicles (except special vehicles and dangerous chemicals vehicles) with national five or less standards, and shall stop using non-road mobile machinery with national three or less emission standards (except emergency maintenance machinery). Other industrial enterprises and industrial parks shall stop using non-road mobile machinery (except emergency maintenance machinery) with emission standards below the second national standard. In
urban areas, heavy and medium-sized trucks (including gas) such as construction waste and dregs trucks, concrete tankers and gravel trucks with emission standards of the Fourth National Standard and below are prohibited (except white list trucks), and tricycles, low-speed trucks and tractors are prohibited. Increase the frequency of supervision and inspection of unqualified non-road mobile machinery.
(4) Fireworks and firecrackers are prohibited in other
areas, and open-air burning of straw and garbage is prohibited.
