Li Chen reported the co-production of sulfuric acid and cement from phosphogypsum in phosphorus chemical enterprises. The Yangtze River Basin is an important ecological barrier and economic development belt in China, and Hubei Province is a region where phosphorus chemical industry gathers and phosphogypsum is produced in large quantities. Cement enterprises in the province take the initiative to strengthen the coordination with the phosphorus chemical industry, promote the comprehensive utilization of phosphogypsum, and jointly solve the problem of phosphorus slag polluting the Yangtze River Basin, which is the practice of implementing the strategy of "Great Protection of the Yangtze River" and protecting the ecological security barrier of the basin, as well as an effective way to promote the green transformation of the industry and the recycling of resources.
The meeting held that the resource utilization of phosphogypsum should follow three major principles: First, improve the position, based on the current situation of cement production capacity and industrial layout in Hubei Province, Hubei Cement Association guides cement enterprises in the province to plan as a whole and promote in coordination. Relying on the existing clinker production lines in the province to cooperate with phosphorus chemical enterprises, strictly implement the relevant policies of the state on strictly prohibiting new cement clinker production capacity, and maintain the good development ecology of the industry; The second is to strengthen scientific and technological innovation, promote the cooperation between cement and phosphorus chemical industry, complement the advantages of production factors, resources and technology, and improve product quality. On the issue of cement production capacity management and normal peak staggering production, the meeting reported the implementation of peak staggering production in 2025, the installation and promotion of production monitoring system, and the national requirements of "anti-involution and strong self-discipline". The meeting disclosed that the average capacity utilization rate of 53 clinker production lines in Hubei was less than 55%, and the problem of overcapacity was prominent. In addition, due to the open location and fierce market competition in Hubei, the impact of low prices outside the province led to serious involution.
The meeting demanded that the cement enterprises in the whole province take the steady growth of the industry as the core goal, strictly implement the double measures of production according to the approved production capacity and normal peak staggering production, speed up the installation and debugging of the on-line monitoring system for clinker production, and balance the contradiction between supply and demand by self-discipline and peak staggering. The association strengthens its cooperation with the associations of surrounding provinces, jointly resists the vicious competition of involution, and promotes the effectiveness of policies related to capacity management and peak staggering production. All enterprises must strictly implement the document requirements of the Provincial Economic and Credit Department and conscientiously formulate the peak staggering production plan for 2026.
