Construction project overview: The project is constructed in the open space on the east side of the existing powder plant. A zircon sand powder production line can produce 20,000 tons of zircon sand powder per year after completion.
Main environmental impacts and countermeasures:
I. Environmental impacts and environmental protection measures
during the construction period The atmospheric pollutants during the construction period are mainly dust, which is mainly produced by the road dust caused by the transportation of earthwork and building materials during the construction period. After the pollution prevention measures proposed in the report form are taken, the environmental impact during the construction period of the project will be effectively reduced. The factors affecting the surrounding water environment in the
construction stage mainly come from the domestic sewage of the construction personnel, concrete maintenance water, ground washing water and equipment cleaning water. The drainage volume of concrete maintenance water, ground flushing water and equipment flushing water during construction varies according to the scale of the project, the progress of the project and the weather conditions. Such waste water generated during construction is prohibited to be discharged, and must be recycled after natural sedimentation or dosing sedimentation treatment. The noise during the
construction period mainly refers to the noise of various mechanical equipment on the construction site and the traffic noise caused by material transport vehicles. As the construction stage is generally open-air operation, there is no sound insulation and reduction measures, so the spread is far and the affected area is relatively large. The following measures are recommended for noise prevention and control in this project: ① Reasonable arrangement of construction time, not at night; ② The speed of transport vehicles entering and leaving the site shall be limited and whistling shall be prohibited; ③ Equipment maintenance shall be strengthened to ensure that transport vehicles and construction machinery are in good working condition; ④ Measures such as reasonable layout of construction sites shall be taken to minimize the impact on the regional acoustic environment during the construction period. There are three kinds of solid waste during the
construction period: construction waste, domestic waste, and construction waste, mainly including abandoned steel bars, waste wood, waste concrete, waste (broken) bricks, etc. After the construction is completed and the site is cleared, it can be recycled or used for landfill. In order to prevent solid waste pollution, the following measures shall be taken: (1) No mixing station shall be set up on site, and finished mortar and concrete shall be purchased for construction and production. (2) Domestic garbage should be collected in a centralized way and entrusted to the environmental sanitation department for disposal, so as to avoid breeding mosquitoes and flies. (3) The earthwork produced by the excavation of the project site shall be backfilled in accordance with the planning requirements.
2. Environmental impact and protective measures
during the operation period (I) Waste gas
The waste gas produced during the operation period of this project is mainly the dust produced by unloading dust, feeding dust, screening dust, grinding dust, powder selection dust, packaging dust and other processes. Waste gas prevention and control measures are formulated in the report form of each pollution production link. According to the evaluation conclusion of the report form, the waste gas produced during the operation period is discharged after being treated by various measures, which has little impact on the sensitive targets of the surrounding environment.
(II) Waste water
The equipment of this project is regularly cleaned by dry method, that is, the equipment is cleaned by vibration, so there is no waste water from equipment cleaning. The floor of the plant is regularly cleaned by electric sweeper, and there is no waste water from floor cleaning. No new staff will be added to the project, and no new domestic sewage will be added based on the existing staff. The domestic wastewater of workers in the plant area is discharged into Longhe River through the municipal pipe network after being pretreated by the septic tank and treated up to the standard by the sewage treatment plant of Longhu Industrial Park; the initial rainwater in the plant area is reused for vehicle washing and is not discharged.
As this project involves radioactive dust, direct discharge into the surrounding water will have an impact on the surrounding surface water environment. Therefore, the environmental impact assessment requires that a 40 m3 initial rainwater tank should be set up separately, and rainwater collection pipes should be set up 2m around the workshop. The collected initial rainwater is used to supplement the water consumption for cleaning the sedimentation tank of the project, and will not be discharged. The sediment at the bottom of the sedimentation tank is regularly fished out and dried, and then reused as raw materials for production. The wastewater that may cause radioactive pollution in this
project is recycled or reused, and no liquid effluent is discharged.
(III) Noise
The noise generated during the operation period of this project mainly comes from the mechanical noise generated by the operation of various production machinery and equipment, such as screening machine, ball mill, powder concentrator, air compressor, fan, etc. In order to reduce the impact of noise on the surrounding environment, noise reduction measures have been formulated in the report form. All the plant boundary noise contribution values of this project, after adding the current noise values, meet the requirements of Class 3 standards in the Emission Standard for Industrial Enterprises Noise at Boundary (GB 12348-2008).
(IV) Solid waste
The solid waste generated by this expansion project mainly includes dedusting ash, sediment cleaning and cleaning dust in the sedimentation tank, waste packaging bags, waste cloth bags, waste oily rags and gloves, waste engine oil, waste engine oil drums and domestic garbage. Hazardous wastes such as
waste oily rags and gloves, waste engine oil and waste engine oil drums are temporarily stored in the temporary hazardous waste storage room and regularly handed over to the qualified hazardous waste disposal unit for disposal. The domestic garbage generated shall be collected and handed over to the environmental sanitation department for regular clearance and transportation. Solid wastes
involving radioactivity mainly include waste packaging bags produced during feeding, waste bags produced during replacement of bag-type dust remover, dust collected by bag-type dust remover during feeding, magnetic separation, screening, packaging and other processes, dust cleaned in zircon sand workshop, and sediment in sedimentation tank. The
generated dedusting ash, sedimentation tank cleaning sediment and cleaning dust are all reused for production, wherein the dust collected by bag dust collection is directly recycled into products, and the dust collected by bag dust collection, cleaning dust and sedimentation tank sediment are reused as raw materials. The generated waste packaging bags and waste cloth bags are cleaned by a cleaning sedimentation tank, are naturally dried, and are recycled for the packaging of zircon sand and zircon powder after no abnormal radioactive contamination is detected by surface contamination.
(V) Analysis
of radiation environmental impact 1. Analysis of
radiation environmental impact of airborne effluents under normal working conditions The airborne effluents of this project mainly include two types, one is organized emission, which is mainly the exhaust gas produced by the exhaust funnel of the production workshop; One is unorganized emission, which mainly comes from unorganized waste gas not collected in the process of storage yard, feeding and packaging. Therefore, the possible exposure of the public personnel in this project is mainly the external exposure of air immersion in each sub-area, the external exposure of ground deposition, the internal exposure of air inhalation in each age group in each sub-area and the internal exposure of ingestion caused by the airborne radioactive effluents from normal production. There is no discharge of radioactive wastewater in
this project, which has little impact on the surface water environment, and the annual effective dose to the public is negligible.
In this assessment, the main exposure pathways to the public are: external exposure by air immersion, external exposure by surface sediment, internal exposure by air inhalation, and internal exposure by ingestion.
Public individual dose. It can be seen from the prediction results that there are no residents in the assessment scope of this project, they are all employees of the enterprise, and only the adult group is involved. The calculation result of the maximum public personal dose of the airborne effluent to the adult group in the assessment scope during the operation period is 3.55 × 10-4mSv/a, and the public involved in this sub-area is other workers in the plant area of this project. All of them meet the requirement that the average effective dose of the public exposure in this project is not more than 0.1mSv/a for 5 consecutive years.
Public collective dose. It is predicted that the total collective effective dose of each subarea caused by the airborne effluents of each subarea project is 2.11E-05 mSv/a. Dose estimation for
occupational personnel. It can be seen from the estimation results that the maximum personal radiation dose of the professional staff in this project (focus on the staff) occurs in the staff of the zircon sand workshop, and the personal annual additional effective dose is 0.6011mSv/a, which is less than management limit of this project 5mSv/a.
2. Analysis of
radiation environmental impact under abnormal working conditions The most serious abnormal working conditions that may occur in this project are the complete failure of the dust removal system equipped with dust containing radionuclides due to equipment failure or human operation errors, and the increase in the concentration and total amount of dust discharged may have an impact on the environment and the public. The total amount of radionuclide emission under abnormal working conditions is far less than that under normal working conditions if the abnormal emission is calculated as twice a year with a single duration of 10 minutes. The exposure dose to the public meets the provisions of Article 5.3 of the Regulations on Radiation Protection and Radiation Environmental Protection of Uranium Mining and Metallurgy (GB23727-2020): "The effective dose to the public caused by a single accident shall not exceed 1mSv". Therefore, the total amount of radionuclides discharged into the atmosphere under accident conditions is very small, and the radiation impact on the environment is small. During the operation of the project, the maintenance of the dust remover should be taken as the daily maintenance content, the perfect management system should be established, the inspection and maintenance of the dust removal system should be strengthened, and the public awareness of prevention should be strengthened. Once problems are found, timely shutdown and maintenance can effectively avoid the occurrence of abnormal working conditions.
