Construction Project Overview: The route starts from the boundary of Anhui and Jiangsu provinces on the northeast side of Baitu Town, Xiaoxian County, and connects with the Jiangsu section of G30 Lianhuo Expressway. It is routed westward along the existing G30 Lianhuo Expressway, ends at the boundary of Anhui and Henan provinces on the northwest side of Zhangzhuangzhai Town, Xiaoxian County, and connects with the Henan section of G30 Lianhuo Expressway. The total length of the route is 54.133 kilometers. The original site reconstruction and expansion scheme of "widening local sections on both sides and separating on one side" is adopted. After the reconstruction and expansion, the whole line of the project is constructed according to the standard of two-way eight-lane expressway, with a design speed of 120 km/H, a roadbed width of 42 meters, and asphalt concrete pavement; There are 13 large bridges, 16 medium bridges, 23 small bridges, 78 passages, 133 culverts, 4 interchanges, 1 reconstruction and expansion service area, 1 new service area toll station, 3 ramp toll stations, 1 maintenance work area, 2 sub-centers and other necessary traffic engineering and supporting facilities. During the construction period, temporary works such as 9 construction production and living areas, 4 borrow areas, 15 temporary soil storage areas and 143.6km construction access roads will be set up.
Main environmental impacts and countermeasures and measures to prevent or mitigate adverse environmental impacts:
1. Water environment. The main impacts during the construction period are the production wastewater, domestic sewage, drilling mud, etc., which may be discharged, as well as the rainwater scouring and the disturbance of water bodies caused by bridge construction. The main prevention and control measures are as follows: rainwater ditches, intercepting ditches, sedimentation tanks, etc. shall be built in the construction site and production area, and all production wastewater shall be recycled after sedimentation treatment and shall not be discharged; bridge construction mud water shall be recycled after sedimentation in the mud box; domestic sewage shall be connected to the nearest urban sewage pipe network, and those that cannot be connected shall be recycled after treatment by the integrated sewage treatment device. The impact on surface water environment during the
operation period mainly comes from the discharge of domestic sewage from service areas, toll stations, maintenance work areas and management sub-centers. The main prevention and control measures are as follows: the domestic sewage from the service area and toll station is discharged into the urban sewage treatment plant through the urban pipe network after pretreatment; the domestic sewage from the maintenance center is reused after being treated by the newly built integrated sewage treatment facility.
2. Acoustic environment. The noise during the construction period mainly comes from the operation of construction machinery and vehicle transportation in construction activities such as excavation, drilling, piling and concrete pouring. The main prevention and control measures are as follows: give priority to the use of low-noise equipment, arrange noise-producing equipment reasonably, set up temporary noise barriers for noise reduction in some sections, and set up on-line noise monitoring equipment in the construction site; regularly maintain the construction machinery and transport vehicles to maintain good operation conditions; arrange the construction time reasonably, and prohibit construction at night in principle near the acoustic environmental protection target. The noise during the
operation period mainly comes from vehicle traffic. It is predicted that the mid-term operation will have a greater impact on 56 acoustic environmental protection targets along the line. The main prevention and control measures are as follows: sound barriers are installed in 46 locations, with a total length of 23815 meters; sound insulation windows are installed in 16 locations and 75 households (6 of which are combined with sound insulation windows and sound barriers). Carry out tracking and monitoring during the operation period, and improve noise prevention and control measures according to the monitoring results.
3. Atmospheric environment. The main impacts during the construction period are dust pollution, dust in the mixing station, waste gas from the steel processing plant, mechanical waste gas from construction vehicles and asphalt flue gas pollution. The main prevention and control measures are as follows: according to the requirements of "six hundred percent", set up enclosure, sprinkle water on the construction site, cover with dust-proof net, harden the construction site, and store the materials that are easy to produce dust in the closed plant or silo; install dust removal equipment in the fully closed operation of the mixing station, and mix the lime soil in the field; set up a closed steel shed, and equip the welding smoke purifier at the welding station; The asphalt concrete mixing station is equipped with a "condenser electric tar precipitator two-stage activated carbon adsorption" waste gas treatment device, and the fully enclosed asphalt concrete paver is used for operation; the construction vehicles and machinery that meet the environmental protection standards are selected. During the
operation period, the maintenance and management of road pavement and traffic facilities will be strengthened, the kitchen of ancillary facilities along the line will be equipped with lampblack purification measures, and the gas station will be equipped with oil and gas recovery devices.
4. Ecological environment: The main impact is that the land occupied by the project changes the nature of land use, destroys the surface vegetation such as cultivated land and forest land, and disturbs wildlife. The main protection measures are as follows: strictly control the construction boundary and remove the temporary works in time; separately protect and stack the topsoil, properly preserve it, make temporary covers and drainage ditches, protect it according to the requirements of water and soil conservation, and use it for greening and restoring the large temporary works in the later period; restore the temporary land to the original ecological environment, and use the ecological slope protection technology to protect the subgrade slope.
5. Soil, groundwater environment and solid waste management. The main types of solid waste are construction waste, engineering waste dregs, bridge construction mud, domestic waste, waste engine oil, etc. The main prevention and control measures are as follows: the domestic garbage shall be collected and disposed by the local environmental sanitation department; the construction garbage, the deposited drilling slag and mud, and the sediment regularly cleaned in the construction and production area shall be collected by classification, stacked at fixed points, cleared and transported in time, and priority shall be given to resource utilization; the dredged sludge shall be transported to the temporary soil yard for temporary storage, and used for the reclamation and greening of the temporary engineering land in the later stage of the project; Waste engine oil and oil sludge shall be stored temporarily and regularly handed over to qualified units for treatment and disposal. During the construction and operation period, key anti-seepage measures should be taken in the oil tank area, refueling island, temporary storage of hazardous wastes, sewage treatment area, machine repair room and other places to avoid the pollution of groundwater and soil environment in the region.
6. Risk prevention: The risk scenarios mainly include the dismantling accident of the gas station storage tank during the construction period, the leakage of the admixture storage tank, the oil spill or dangerous goods leakage caused by the traffic accident during the operation period, and the oil leakage of the gas station. The main preventive measure are as follows: prepare the contingency plan for environmental emergencies, establish the regional emergency linkage mechanism, provide emergency materials, ensure the emergency handling capability, and take emergency measures in time after an accident occurs; prepare the special construction scheme for tank removal, set up enclosures in the operation area, and provide oil and gas detectors on site; focus on the anti-seepage of the admixture tank area and pipelines; The Zhahe Bridge, Longhe Bridge and Xiaoxin River Bridge shall be equipped with anti-collision guardrails, bridge deck runoff collection and emergency pools, etc., and warning signs, notice boards and alarm phones shall be set up at both ends of the bridge, and necessary emergency equipment and equipment shall be provided. The gas stations in the service area shall be equipped with fire extinguishers, fire sand, fire blankets and other risk prevention measures, and the parking spaces for dangerous chemicals shall be equipped with emergency pools. Opinions of
relevant departments: the approval of the development and reform department on the feasibility study of the project and the approval of the transportation department on the preliminary design of the project. Notification of right to
hearing: According to the Administrative License Law of the People's Republic of China, the applicant and interested party may request a hearing on the approval opinions on the environmental impact assessment documents of the construction project to be made within five days from the public announcement.
