It is suggested to establish a comprehensive evaluation system for "life cycle management of wind, solar and storage integration" and an integrator capability certification mechanism to guide the gathering of resources to high-quality enterprises.
Second, promote the quality and safety standards to continue to improve and upgrade, and build the bottom line of industry development. It is suggested to continuously promote the improvement and upgrading of the standard system, upgrade the core indicators such as thermal management, fire protection design, battery life and grid-connected safety of the energy storage system to mandatory national standards, delimit the quality bottom line, rely on national certification bodies, promote the mutual recognition of China's energy storage standards and international standards, and help domestic products go to sea; It is suggested to improve the supervision mechanism, strengthen the quality supervision of the whole link, establish the quality traceability system of the whole chain, increase the penalties for violations, and promote the continuous improvement of the quality control level of the industry.
Third, rectify the vicious low-price competition and standardize the competition order of the industry. The energy storage industry has entered a state of involution, especially in the vicious competition below the cost price. It is suggested to refer to the rectification experience of the photovoltaic industry, establish a coordinated supervision mechanism, establish a price monitoring and cost investigation mechanism for energy storage products, calculate the benchmarking cost, and regularly monitor the bidding behavior; focus on rectifying the vicious low-price competition in large-scale bidding and the situation of selling below the cost price in the export link, and severely crack down on irrational loss-making competition; Industry associations should be guided to play a self-regulatory role, promote enterprises to sign self-regulatory agreements, resist low-price sales and blind expansion of production, build a benign ecology, ensure reasonable profits of the industrial chain, and support technological innovation in the industry.
