Recently, the Housing and Urban-Rural Construction Bureau of Luoding City, Yunfu City, imposed administrative penalties on two illegal projects of Huarun Cement (Luoding) Co., Ltd.
After investigation, in August 2013, China Resources Cement (Luoding) Co., Ltd. constructed a comprehensive building beside S352 Provincial Highway in Chazishan Village, Qihe Village Committee, Sulong Street, Luoding City, and there were two violations:
one was to carry out construction without obtaining a construction permit. This act violates the relevant provisions of Article 3 of the Measures for the Administration of Construction Permits for Construction Projects;
secondly, the project is delivered for use without organizing the completion acceptance after completion, which violates the relevant provisions of Article 16 of the Regulations on Quality Management of Construction Projects. The basis for punishment by the Housing and Urban-Rural Construction Bureau
of Luoding City includes the relevant provisions of the Administrative Punishment Law of the People's Republic of China, the Regulations on Quality Management of Construction Projects, the Measures for the Administration of Construction Permits, and the corresponding items of the Benchmark of Administrative Punishment Discretion in the Housing and Urban-Rural Construction System of Guangdong Province. As well as the tenth provision of the Opinions on Handling Several Historical Legacy Issues of Real Estate Registration in Luoding City (Trial Implementation).
According to the above laws, regulations and relevant documents, the Bureau imposed an administrative penalty on Huarun Cement (Luoding) Co., Ltd. with a fine of RMB 67665.
