On October 21, the Tongxiang Municipal People's Government announced the basic situation of the energy saving and carbon reduction reports of the three projects. The third one is Zhejiang Xindu Cement Co., Ltd.'s "Technical renovation project of building base materials with an annual output of 1.6 million tons".

The content shows that Zhejiang Xindu Cement Co., Ltd. has a total investment of 85 million yuan and fixed assets of 72.5 million yuan in the technical renovation project of building base materials with an annual output of 1.6 million tons. It uses some existing equipment and purchases new equipment and facilities such as conveyors, vertical mills, mills (tube mills), dust collectors, elevators and bulk loaders. After the

reconstruction, the existing clinker production capacity will be eliminated, and the annual production scale of 1.6 million tons of building base materials will be increased (1 million tons of mineral powder and 600,000 tons of superfine powder). After the technical transformation of the

project, the company expects that the annual comprehensive energy consumption will be equal to the value of 55961 tons of standard coal (down 3071 tons of standard coal) and the equivalent value of 24303 tons of standard coal (down 11663 tons of standard coal).

It is understood that the original 2500t/d clinker production line of the enterprise will be transferred to the 4500t/d cement clinker production line of Anhui Chizhou Conch Cement Co., Ltd. in December 2025. The supplementary production capacity is 1,250t/d, and the production capacity of the line is 5,750t/d after supplementary. After the

replacement, Xindu Cement has no clinker production capacity. When

the enterprise withdraws from clinker, its grinding capacity is completely retained. In addition, it has one Ф4.2 × 13m high fine cement mill production line and two Ф4.2 × 14.5m high fine cement mills, which are at the advanced level in China. This technical modification is carried out on the basis of the original grinding facilities.

Zhejiang has a long history of withdrawal requirements for 2500 tons/day and below clinker lines. The Action Plan for Continuous Improvement of Air Quality in Zhejiang Province in 2026, issued in March 2026, clearly States that four cement clinker production lines with a capacity of 2500 tons per day or less will be integrated or withdrawn throughout the year; Previously, the Action Plan for Continuous Improvement of Air Quality in Zhejiang Province also required that no less than 8 clinker production lines with a capacity of 2500 tons per day or less should be integrated and withdrawn by 2025.

According to the annual capacity replacement list of Zhejiang Industry and Information Technology Department in 2025, 13 clinker lines were shut down throughout the year, of which 12 were 2000-2500t/d. The transfer of clinker production capacity of Xindu Cement is in line with the adjustment in this direction.

In recent years, the market demand of cement industry has been depressed, the contradiction of excess capacity has become increasingly prominent, the superimposed environmental protection policy has been tightened, and the living space of enterprises with weak comprehensive competitiveness has been squeezed.
