In Liu Hanyuan's view, the photovoltaic industry is the core support for China to achieve the goal of "double carbon" and build a new energy system , and has now formed a global leading edge and end-to-end autonomous and controllable capabilities. However, for a long time, the industry is still facing problems such as insufficient coordination between manufacturing and application, mismatch between capacity layout and power grid carrying capacity, and periodic switching between overcapacity and shortage, which seriously affect the high-quality development of the industry.
In view of the above situation, Liu Hanyuan put forward three suggestions . First, he suggested that photovoltaic manufacturing should be integrated into the overall planning and management of the energy sector. The National Development and Reform Commission and the Ministry of Industry and Information Technology will take the lead in coordinating the management of the photovoltaic manufacturing industry, with the coordination of the State Energy Administration, the State Administration of Market Supervision and Administration, the Ministry of Ecology and Environment and other ministries and commissions. The photovoltaic manufacturing capacity, energy development and power grid construction are planned as a whole, and the coordinated linkage mechanism of "manufacturing-application-absorption" is established.
Secondly, it is suggested to establish a market regulation mechanism for photovoltaic manufacturing in accordance with the Energy Law of the People's Republic of China, referring to the mature experience of traditional energy industry management. The operation of photovoltaic manufacturing capacity will be linked with the national photovoltaic installation planning and export demand to build a dynamic balance mechanism of "production based on demand". We will improve the price control system at the photovoltaic manufacturing end, establish a price early warning mechanism, take price intervention measures and price emergency measures when necessary, and build a risk mechanism to prevent and respond to abnormal fluctuations in market prices.
Thirdly, it is suggested to establish a unified national monitoring platform and improve the emergency support and excess monitoring system. Establish a photovoltaic manufacturing operation monitoring system to monitor the data of production capacity, output, price, energy consumption and quality, as well as the operation dynamics of circulation, distribution and consumption. Polysilicon , the most upstream raw material link of photovoltaic manufacturing, will be incorporated into the national energy security reserve system, and an emergency response mechanism for raw material supply and storage under extreme circumstances will be established to enhance the resilience of the industrial chain.
