On August 19, Yangxi Branch of Yangjiang Ecological Environment Bureau issued an administrative penalty decision, imposing a fine of 440000 yuan on Jianhua Building Materials (Yangjiang) Co., Ltd. for its illegal act of excessive emission of air pollutants.
Illegal facts: On April 7, 2026, the law enforcement officers of Yangxi Branch of Yangjiang Ecological Environment Bureau inspected Jianhua Building Materials (Yangjiang) Co., Ltd. (Hereinafter referred to as "Jianhua Building Materials Company"), and found that Jianhua Building Materials Company was located in the south of Yangmao Expressway and the west of Provincial Highway 282 in Xinwei Town, Yangxi County. The unified social credit code is 9144170068861988XD, and the legal representative is Zhang Shanlei. Jianhua Building Materials Co., Ltd. mainly produces concrete pipe piles. The raw materials are sand, stone, cement, steel bar, etc. The fuel is raw coal. The main production equipment is autoclave, coal-fired boiler and other equipment. The boiler exhaust gas is treated by desulfurization, denitrification and dust removal facilities and then discharged to a 48-meter-high chimney. The organized dust is treated by a bag filter and discharged through a 24-meter-high exhaust funnel. Jianhua Building Materials Company has obtained the Pollutant Discharge Permit (Certificate No.: 9144170068861988XD001W, valid from December 10, 2024 to December 9, 2029), and the main air pollutants discharged are nitrogen oxides, sulfur dioxide, particulate matter, etc., without toxic and harmful pollutants. The area where the discharge outlet is located is a general area. Law enforcement officers consulted the waste gas pollutant data acquisition instrument of Jianhua Building Materials Company and the automatic monitoring and basic database system of key pollutant discharge units of the ecological environment department (Guofa Platform). It was found that the total annual emissions of particulate matter, sulfur dioxide and nitrogen oxides of Jianhua Building Materials Company in 2025 were 2 77409 tons, 23 54231 tons and 25 39927 tons, respectively. The total emission of particulate matter, sulfur dioxide and nitrogen oxides in 2025 exceeds the total emission limit of the emission permit (the total annual emission limit of particulate matter is 1.878 tons, the annual emission limit of sulfur dioxide is 10.019 tons, and the annual emission limit of nitrogen oxides is 12.524 tons). Among them, the annual emission of particulate matter exceeded the total emission permit by 47.71%, the annual emission of sulfur dioxide exceeded the total emission permit by 134.97%, and the annual emission of nitrogen oxides exceeded the total emission permit by 102.80%.
