Recently, the Review Opinions of the Administrative Examination and Approval Bureau of Fuchuan Yao Autonomous County of Guangxi on the Energy-saving Report (Change) of the Aggregate Project with an Annual Output of 2 Million Tons of Huarun Cement (Fuchuan) Co., Ltd. was issued, and the Energy-saving Report of the above-mentioned Aggregate Project of Huarun Cement was approved in principle.

We have received your Request for Approval of the Energy Saving Report (Change) of the 2 Million Tons of Aggregate Project of China Resources Cement (Fuchuan) Co., Ltd. and the relevant materials. In accordance with the Measures for Energy Conservation Review and Carbon Emission Assessment of Fixed Assets Investment Projects (Decree No.31 of the National Development and Reform Commission of the People's Republic of China) and the Measures for the Implementation of Energy Conservation Review of Fixed Assets Investment Projects in Guangxi Zhuang Autonomous Region (Gui Fa Gai Huan Zi [2024] 455), a third-party organization has been entrusted with the review of the project. The following review opinions are put forward:
1. The project complies with relevant laws and regulations, standards and norms, policies and systems, and work management requirements such as energy conservation and carbon reduction. As the designed annual aggregate output of the original project is adjusted from 3 million tons to 2 million tons, the construction scale of the project and the energy consumption level of the equipment have changed substantially, and the energy conservation review and carbon emission assessment need to be carried out again. According to the current approval authority, our Bureau agrees in principle with the energy saving report (change) of the project.
II. Project overview

(II) Project unit: China Resources Cement (Fuchuan) Co., Ltd.
(III) Construction site: Heishan Village, Jingshan Village Committee, Baisha Town, Fuchuan County, Hezhou City, Guangxi.
(IV) Construction Scale and Content of the Project (Change): It mainly constructs the primary crushing workshop, the secondary crushing workshop, the screening workshop, the sand making system, the finished product storage, the raw material conveying and metering, the central control room, the finished product loading, the delivery system and the supporting auxiliary facilities, with an annual output of 2 million tons of aggregate after completion. Among them, there are 2 million tons of gravels (intermediate materials), 950,000 tons of machine-made sand and 1.05 million tons of building aggregates.
(V) Project construction schedule: The project is planned to be commenced in March 2023 and put into operation in November 2026.
3. After the project is put into production, the annual comprehensive energy consumption of the project shall not exceed 1774.57 tons of standard coal (equivalent value)/4201.78 tons of standard coal (equivalent value), of which the annual power consumption is 14.4391 million kWh, and the comprehensive energy consumption per unit product of the project shall not be higher than 0.887 kg of standard coal/ton. The energy consumption per unit industrial added value of the project is not higher than 1.596 tons of standard coal/10,000 yuan (equivalent value).
4. After the project is put into production, the total annual carbon dioxide emission is 6462.94 tons, and the carbon emission intensity per unit product of the project is 0.003 tons of carbon dioxide/ton. The carbon emission intensity of the project has a negative impact on the completion of the "15th Five-Year Plan" carbon reduction target in Hezhou City.
5. The project unit shall strictly implement the measures proposed in the energy conservation report, and improve and strengthen the following energy conservation work:
(1) Optimize the energy use process. The design is carried out in accordance with the requirements of national standards such as the General Code for Building Energy Conservation and Renewable Energy Utilization (GB 55015-2021) and the two-star standard for green buildings; the energy efficiency level of the project is improved by adopting new wall materials and thermal insulation technology, lighting energy-saving and control technology, energy-saving doors and windows, building material-saving technology and other measures.
(2) Selection of high-efficiency and energy-saving equipment. Energy efficiency and carbon emission indicators should be included in equipment bidding documents and procurement contracts as important technical indicators, and backward processes and equipment prohibited and eliminated by the state should not be used.
(3) Effectively strengthen energy conservation and carbon reduction management. According to the standards of "Requirements and Guidelines for Energy Management System" (GB/T 23331-2020) and "General Principles for the Equipping and Management of Energy Measuring Instruments in Energy-using Units" (GB 17167-2025), energy measuring instruments are strictly equipped, and energy management system, three-level energy measurement management system and energy consumption are established and improved. The online monitoring system for energy consumption shall be completed simultaneously with the main works.
6. The Development and Reform Bureau of Fuchuan Yao Autonomous County is requested to effectively supervise and inspect the project design, construction, completion acceptance and operation management, and timely report on the implementation of the project energy-saving review opinions and related major matters.
7. According to the requirements of the Notice of the Development and Reform Commission of Guangxi Zhuang Autonomous Region on Optimizing the Work Flow of Energy-saving Acceptance of Fixed Assets Investment Projects (Gui Fa Gai Huan Zi [2022] 1020) and the Measures for Post-event Supervision of Energy-saving Review of Fixed Assets Investment Projects in Hezhou City (Trial Implementation) (He Fa Gai Regulation [2023] 1), Before the project is put into use, the project unit shall organize the energy-saving acceptance in time, form the energy-saving acceptance report of the project, and report it to the Development and Reform Bureau of Fuchuan Yao Autonomous County for the record.
8. This review opinion shall be valid for two years from the date of issuance. Projects that have not started construction within the time limit or whose completion time exceeds the expected completion time in the energy conservation report for more than two years shall be re-examined for energy conservation. If the construction site, construction content, construction scale and energy efficiency level have changed significantly, or the annual actual comprehensive energy consumption exceeds 10% or more of the level of energy conservation review and approval, the project unit shall submit an application for change to our Bureau.
