4. Build a green and low-carbon energy consumption system
(7) Make greater efforts to promote energy conservation and carbon reduction, and strengthen energy conservation and clean substitution in key areas. We will strengthen the application of energy-saving and efficient production processes and technologies in the industrial sector, optimize the alternative path of clean energy, and steadily reduce the scale of coal-fired self-owned power plants.
Strengthen the management of energy conservation and carbon reduction. We will comprehensively implement the dual control system for carbon emissions, strictly review and evaluate energy conservation and carbon reduction, and strengthen the planning and layout of key energy-using projects and capacity regulation. We will accelerate the construction of the national carbon market and give priority to the implementation of total quota control for industries with relatively stable total carbon emissions. Steadily and orderly promote the development of voluntary emission reduction projects in the energy sector. Establish and improve the carbon emission accounting mechanism of the energy industry and the carbon footprint management policy of basic energy products, and promote the accounting and identification of non-fossil energy power consumption. In the key areas of air pollution prevention and control, the total coal consumption will continue to be controlled, and the new, rebuilt and expanded coal projects will be replaced by equal or reduced coal consumption.
