The General Administration of Market Supervision issued the List of Key Industrial Products for Online Sales (2026 Edition)

Recently, the General Administration of Market Supervision issued the List of Key Industrial Products for Online Sales (2026 Edition) (hereinafter referred to as the List). As the core supporting document of the Regulations on the Supervision and Administration of the Quality and Safety of Key Industrial Products in Online Sales (hereinafter referred to as the Regulations), the List will be implemented simultaneously with the Regulations on December 1 to clarify the scope of key industrial products in online sales and provide clear compliance guidelines for e-commerce operators.

In accordance with the requirements of the Regulations on Management, the List is based on the implementation of industrial product production license management, compulsory product certification management and non-implementation of industrial product production license and compulsory product certification management, but involves three categories of key industrial products that are required by compulsory national standards for personal health and safety of life and property. Priority should be given to industrial products with large quantities and wide use by consumers, focusing on industrial products with possible quality and safety risks in physical structure, chemical materials and electrical performance. In addition, the List insists on urgent use first, based on the actual needs of current product quality and safety supervision, fully considers the technical operation ability of e-commerce platform, and pays attention to the effective connection between the products in the List and the quality control measures such as auditing and inspection of e-commerce platform, so as to ensure that the requirements can be implemented. There are 99 kinds of products in

the List. According to the requirements of the Administrative Regulations, the classification of products is mainly based on the Catalogue of Industrial Product Production License Management and the Catalogue of Compulsory Product Certification, combined with the functional attributes of products and the applicable objects. Among them, there are 9 categories and 20 varieties of products subject to industrial product production license management, 13 categories and 57 varieties of products subject to compulsory product certification management, and 9 categories and 22 varieties of products not subject to industrial product production license and compulsory product certification management, but involving personal health and life and property safety and subject to compulsory standards. The List will implement the dynamic management of "in and out", adjust and update the List in time according to the characteristics, risks and quality and safety of products sold on the Internet, and publish it in the form of announcements to ensure that the products included in the management requirements are compatible with the regulatory situation. Market Supervision will intensify its efforts to publicize and interpret the Regulations on Management and the List to ensure the smooth landing of the requirements. Since December 1, 2026, for the key industrial products listed in the List, e-commerce operators should strictly fulfill the obligations of the Regulations on Management. The market supervision department will strengthen the supervision and law enforcement in the field of online sales, effectively improve the quality and safety level of industrial products sold online, and ensure the safety of people's lives and property.
