Chen Jingrong, Director of the Planning and Development Department of the Department of Ecology and Environment of Gansu Province, attended the press conference to introduce the achievements of the province's ecological environment protection work in the 14th Five-Year Plan and the working ideas in 2026, and to answer questions from journalists.
According to reports, during the 14th Five-Year Plan period, Gansu adhered to the green transformation and coordinated efforts to promote pollution reduction, carbon reduction, quality improvement and efficiency enhancement, especially in the construction of carbon emissions trading market, with a cumulative turnover of 1.188 billion yuan. During the "14th Five-Year Plan" period, Gansu Province focused on the following aspects of work:
First, concentrate on overcoming difficulties and win the battle of pollution prevention and control. In terms of air pollution prevention and control, focusing on the coordinated control of PM2.5 and ozone, 56 steel, 131 cement, 35 coking industries and 245 coal-fired boilers with more than 65 steam tons have been completed, and 357000 households have been treated. A black smoke vehicle capture system covering the whole province has been built, more than 50000 off-road mobile machinery codes have been registered, and 55000 exhaust gas sampling tests have been carried out. The proportion of clean transportation in key enterprises reached 72%, up 15% year on year. In terms of water environment management, comprehensive river basin management and water environment quality control will be strengthened. In 2025, four cities will be included in the top 30 water environment quality in the country at the same time, and the water quality of 13 of 74 surface water state-controlled sections will be upgraded. A total of 22,300 kilometers of river and lake shorelines have been investigated, and 8820 sewage outlets in the province have been renovated. 514 centralized drinking water source protection zones in villages and towns have been designated, the water quality of drinking water source protection zones above the county level has reached 100%, and the black and odorous water bodies in the built-up areas of 18 prefecture-level cities have reached "long-term and long-term". All sewage treatment facilities in 93 cities (counties) have been upgraded. In terms of soil pollution prevention and rural environmental improvement, the safe use of key construction land in the province has been effectively guaranteed. The investigation and assessment of soil pollution and groundwater environment in 1453 plots were completed, and a groundwater environment monitoring network covering the whole province was formed. The whole county has promoted the construction of beautiful countryside, completed the rural environmental renovation of 910 administrative villages in 2025, and completed the treatment of 85 rural black and odorous water bodies. In terms of solid waste treatment, the capacity of hazardous waste utilization and disposal reached 7.1835 million tons per year, doubling that of the end of the 13th Five-Year Plan. Online supervision of solid waste has been carried out in 24000 enterprises, and the Ministry of Ecology and Environment has been awarded the "five namely" pilot provinces for the standardization of hazardous waste. A total of 715 "waste-free cells" have been established, Lanzhou "one-station multi-functional" organic waste treatment base has been selected as a national typical case, and 13 achievements such as "waste-free scenic spots" of ink and wash Danxia have been promoted by the national column.
The second is to promote long-term governance and constantly build a strong ecological security barrier in the western region. Focusing on the deployment requirements of the provincial Party Committee and the provincial government to build "seven places, one screen and one channel", we will comprehensively promote the implementation of the key tasks of the Action Plan for Building the National Western Ecological Security Barrier in Gansu Province, promote seven major actions such as ecological protection and restoration, fully implement 63 key projects, and focus on building the ecological security pattern of "four screens and one corridor". The ecological protection of Qilian Mountains has realized the fundamental transformation from centralized regulation to normal supervision, the overall stability of the ecosystem pattern and the steady improvement of the ecological quality. Taking the lead in promulgating provincial regulations on ecological protection and high-quality development of the Yellow River Basin in nine provinces and autonomous regions of the Yellow River, 34 provincial and above industrial parks have been built and put into operation, and compensation agreements have been signed with Qinghai, Ningxia and Sichuan. The ecological protection of the Yellow River Basin has achieved remarkable results, with 95.1% of the water quality in the state-controlled sections of the Yellow River Basin in 2025. The Linxia section of the main stream of the Yellow River and the Dingxi section of the Tao River were awarded excellent cases of beautiful rivers and lakes in China.
Third, we should adhere to green transformation and coordinate efforts to reduce pollution, reduce carbon, improve quality and increase efficiency. Implementing the "double carbon" strategy, organizing 22 power generation enterprises to successfully complete the quota clearance for three consecutive performance periods, guiding 39 iron and steel, cement and aluminium smelting enterprises to successfully complete the first expansion of performance, accumulatively clearing 582 million tons of quotas, with a surplus of 3.65 million tons, and trading 18.9367 million tons of carbon dioxide, with a turnover of 1.188 billion yuan. Fifty-seven climate investment and financing projects were evaluated and identified, and 21 projects received 15.94 billion yuan of credit and 8.146 billion yuan of in-place loans. Eight voluntary greenhouse gas emission reduction projects have been registered and publicized, with an estimated annual emission reduction of 640,000 tons of carbon dioxide and an average annual income of over 50 million yuan. We will strive for project funding support, seize policy opportunities such as ecological protection and high-quality development of the Yellow River Basin and the development of the western region, guide local governments to actively plan projects and increase efforts to obtain funds. Since the 14th Five-Year Plan, we have accumulated 14.961 billion yuan in special funds, nearly doubling the 13th Five-Year Plan. We will make every effort to promote the "big speed-up" of environmental impact assessment and ensure the smooth landing of 773 major provincial projects. Innovating the eco-environmental governance model, 11 eco-environmental oriented development (EOD) projects were included in the national support project bank, with a total investment of 22.18 billion yuan. With the introduction of many leading enterprises, the output value of green environmental protection industry increased by 30% year on year. Continuously broaden the "two mountains" transformation path, Pingliang City, Qingshui County, Zhuoni County and other 21 places were named by the national ecological civilization demonstration.
Fourth, we should strengthen supervision and law enforcement and make every effort to solve outstanding environmental problems. Taking the central ecological environmental protection supervision as an opportunity, we will make every effort to promote the problem rectification. In the third round of central environmental protection supervision, 59 items have been rectified and 25 items have been completed, and 1685 items have been reported by the masses. Three rounds of provincial-level environmental protection inspections have been carried out, and 1450 of the 1541 feedback problems have been completed, and the outstanding problems of the ecological environment have been effectively rectified. Strictly regulate the law enforcement inspection of enterprises involved, the frequency of on-site inspection decreased by 58% year on year, and the rate of problem detection increased by 1.7 percentage points year on year. Deepening the "double random, one open" supervision, carrying out a total of "double random" on-site inspection of 10215, investigating and dealing with 360 cases of ecological environment violations, and issuing two batches of typical cases. A cross-regional joint law enforcement mechanism has been established with eight provinces and regions, and four cross-provincial cases have been investigated and handled.
Fifth, deepen reform and innovation, and constantly improve the effectiveness of ecological environment governance. Since the 14th Five-Year Plan, it has taken the lead in formulating six local laws and regulations on ecological environment protection, such as the Regulations on the Prevention and Control of Solid Waste Pollution in Gansu Province, covering all elements of ecological environment protection, such as water, air, soil and ecology. In the province, 952 ecological environment zoning management and control units have been delineated, and a "Gansu ecological environment zoning management and control platform" covering the whole area has been built, providing site selection reference for more than 13000 enterprises and more than 20000 projects. The paid use and trading of emission rights will be included in the provincial government's "small incision" reform, and related work will be accelerated. Standardize the management of pollutant discharge permits in the whole province, and realize the "one-certificate" management of pollutant discharge permits for 5512 fixed pollution sources. Compensation for damage to the ecological environment was promoted as a whole, and 552 cases involving 640 million yuan were initiated. Deepening the reform of environmental information disclosure system according to law, more than 4800 enterprises have disclosed environmental information, and the annual report completion rate has exceeded 99% for three consecutive years. The whole chain credit supervision system has been established, and more than 7000 enterprises have been included in the environmental protection credit evaluation. 269 key regulatory enterprises were promoted to insure 5.3819 million yuan of environmental pollution liability insurance and provide nearly 500 million yuan of risk protection.
