Recently, Yunnan Province announced a typical case of administrative law enforcement of ecological environment in Yunnan Province in 2026, one of which involved the cement industry.
[Brief introduction of the case] On June 11, 2026, Yuxi Municipal Bureau of Ecology and Environment carried out an on-site inspection of a mineral processing company in Yuxi, and found that the company had made a total 10959 of 28 tons of magnetic tailings of solid waste from April 11, 2025 to June 18, 2026. Cement manufacturing enterprises in Sichuan, Xizang and other places have been transferred across provinces (regions) for use, but they have not gone through the formalities of cross-provincial (regional) transfer filing according to law. The company's actions violated the provisions of Article 22, paragraph 2, of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste and constituted an ecological environment violation.
[Treatment and Punishment] According to Article 102, paragraph 1, paragraph 6 and paragraph 2 of the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, In accordance with the provisions of the Rules and Benchmark Provisions on Administrative Penalty Discretion of Ecological Environment in Yunnan Province (2023 Edition) and the List of Administrative Law Enforcement of Ecological Environment in Yuxi City (2024 Revision), the Bureau of Ecological Environment of Yuxi City decided to order the company to correct its illegal acts and impose a fine of 88800 yuan.
[Case Enlightenment] If solid waste is transferred out of the provincial administrative region for use, it shall be reported to the competent department of ecological environment of the provincial people's government where the solid waste is transferred for the record, and if it fails to do so, it shall be fined by the administrative organ. In this case, the parties mistakenly believed that "the utilization of solid waste resources does not need to be put on record", violated the prohibitive provisions of the law, and were fined by the ecological environment department. The case is a warning.
