The

ten key measures are as follows:

First, strengthen work coordination and overall planning. Strengthen the working mechanism with the competent departments and power generation enterprises, jointly implement the national "Fifteenth Five-Year Plan", promote the convergence of national and local, power supply and power grid planning, optimize the scale, layout and timing of Shago wasteland, water and scenery bases, centralized and distributed new energy sources in the province, and promote the construction of new energy sources in the province. Ensure that the annual average of the "15th Five-Year Plan" is not less than 200 million kilowatts of new energy grid connection and efficient consumption.

2. Enhance the ability of power grid resource allocation. We will implement the Tenth Five-Year Plan, increase investment in power grids, strengthen the construction of power grids at all levels, strive to put into operation 15 UHVDC circuits that have been included in the plan as soon as possible, increase the transmission capacity across provinces and regions by 35%, complete a number of power mutual aid projects, and expand the flexible mutual aid capacity between regions by more than two times, so as to meet the needs of large-scale and efficient allocation of new energy.

Third, enhance the carrying capacity of new energy. Strengthen the coordinated planning and construction of regional main grid, distribution network and smart micro-grid, build a number of demonstration projects of county-level active distribution network and village-level micro-grid, serve the construction of industrial green micro-grid, enhance the ability of self-management and self-balancing, and promote the development of new energy nearby and local consumption. During the "15th Five-Year Plan" period, the investment in distribution network continued to increase, and the capacity increased by more than 900 million kilovolt-amperes.

The standard process of network connection for new energy projects is fully open and the business is handled on the whole line. 7. Speed up the construction of system regulation capacity. We will speed up the construction and preliminary work of a number of pumped storage power stations in Hami, Xinjiang, Mengyin, Shandong and Antu, Jilin. The "15th Five-Year Plan" plans to put into operation and start new pumping and storage of more than 30 million kilowatts, and strive to build pumping and storage of more than 120 million kilowatts by 2030. Actively serve the flexible transformation of thermal power and the construction of new energy storage , and tap the potential of demand side regulation. Promote the improvement of market mechanism, optimize dispatch and operation, and the annual utilization level of new energy storage exceeds 1000 hours.

In 2026, the proportion of new energy generation in the operating area will reach 25%, and in 2030, it will reach more than 30%.

Nine, expand the scale of green electricity consumption. Support the monitoring statistics and weight accounting of renewable energy consumption, promote hourly new energy green power trading, improve the service quality and efficiency of full coverage of green certificates, and meet the green power needs of all kinds of enterprises. Effectively undertake the full entry of new energy into the market, fully release the vitality of the market, and by 2030, the demand for new electricity consumption will be mainly met by new energy generation.

10. Supporting energy transformation with scientific and technological innovation. We will strengthen collaboration with power generation enterprises, equipment enterprises and scientific research institutions to tackle key problems, break through key technologies such as Shagohuang's all-green power transmission, weak terminal support for the operation of large bases, offshore wind pow er convergence and delivery, and active support for accurate prediction of new energy, accelerate the development and application of long-term energy storage technology, innovate load aggregation and regulation technology, and enhance the digitalization of power grids.
