Measures for the Implementation of the Minimum Proportion Target of Renewable Energy Consumption and the Weight System of Renewable Energy Power Consumption Responsibility were issued!

On June 22, the Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Construction and the Ministry of Transport jointly issued Decree No.42 of 2026. The Measures for the Implementation of the Minimum Proportion Target of Renewable Energy Consumption and the Weight System of Renewable Energy Power Consumption Responsibility, which were deliberated and adopted at the 26th executive meeting of the National Development and Reform Commission on December 26, 2025, and examined and signed by the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development and the Ministry of Transport, are hereby promulgated and shall come into force as of August 1, 2026.

In order to promote all parties to better implement the target of minimum proportion of renewable energy power consumption, the Measures adhere to the idea of combining comprehensiveness with focus, and clearly monitor and assess the target of minimum proportion of consumption in key energy-using industries. At present, we have put forward requirements for the proportion of green power consumption for electrolytic aluminium, steel, cement, polysilicon and new data centers at national hub nodes.
