Recently, the Environmental Air Quality Standard (GB 3095-2026) was officially released and will be formally implemented on March 1, 2026.
As the third revision of the Ambient Air Quality Standard, the core of the new standard is to build a stricter air quality control system by tightening the limits of core pollutants such as particulate matter, sulfur dioxide and nitrogen oxides, optimizing monitoring and implementation requirements. Cement industry, as a key industry of air pollutant emission, is the core impact object of the implementation of this standard. The core of
this standard revision is to tighten the concentration limits of particulate matter (PM2.5, PM10), sulfur dioxide (SOSO), nitrogen dioxide/nitrogen oxides (NONO/NONO), and to clarify the requirements for monitoring and statistical effectiveness.
1. The limit of particulate matter has been greatly tightened: the annual average limit of PM2.5 level II has been reduced from 35 μg/m ³ to 25 μg/m ³, and the daily average limit has been reduced from 75 μg/m ³ to 50 μg/m ³; The annual average of PM10 is reduced from 70μg/m ³ to 50μg/m ³, and the daily average is reduced from 150μg/m ³ to 100μg/m ³.
2. The limits of gaseous pollutants are tightened: the daily average and 1-hour average limits of SO2 are reduced to 50μg/m ³ and 150μg/m ³, and the annual average limit of nitrogen oxides in the transition stage is 50μg/m ³ (40μg/m ³ will be formally implemented from 2031).
3. New/optimized terms and monitoring requirements: daily maximum 8-hour average, reference status/method and other definitions are added, automatic monitoring equipment is required to operate continuously throughout the year, and pollutant data shall meet strict validity statistics (for example, annual average of PM2.5/PM10 requires at least 324 daily averages).
Industry personnel said that the official release and implementation of the Environmental Air Quality Standard (GB 3095-2026), on the one hand, will accelerate the pace of environmental upgrading in high-polluting industries such as cement; On the other hand, when the local environmental air quality is not up to the standard or the number of days with good environment fails to meet the assessment requirements, the production restriction efforts of heavy pollution enterprises, including cement, may be increased.
