Recently, Baicheng Ecological Environment Bureau approved the Ecological Environment Impact Report Form of Concrete Mixing Station Project of Taonan Rongtai Cement Products Co., Ltd. (Bai Huan Shen Zi [2026] No.128). The project is located in Datong Township, Taonan City. A new commercial concrete production line with an annual output of 50,000 cubic meters is built, with a total investment of 3 million yuan, of which 370,000 yuan is invested in environmental protection. The approval puts forward clear requirements for water, gas, sound, solid waste pollution prevention and control and pollutant discharge permits during the construction period and operation period.
Taonan Rongtai Cement Products Co., Ltd.:
We have received the Report Form on Ecological Environmental Impact of the Concrete Mixing Station Project of Taonan Rongtai Cement Products Co., Ltd. (Approval Version) (hereinafter referred to as the Report Form) prepared by Jilin Jingang Environmental Technology Co., Ltd. entrusted by your company and its application for approval. According to the evaluation conclusion of the Report Form and the on-site review and review opinions of the expert group, after study, the reply is as follows:
I. The project is newly built, located in Fule Village, Datong Township, Taonan City, Baicheng City, leasing part of the site of the brick factory in Fule Village, Datong Township, covering an area of 13000m2. Outside the boundary of the project plant, the east side is the forest land and the existing houses of the brick factory, the south side is the S211 provincial road, the other side is the forest land, the west side is the oasis drip irrigation belt factory, and the north side is the Taonan Longyun Environmental Protection Building Materials Factory. The Project is constructed by using the existing site and houses. A new production line of commercial concrete (C15-C80) with an annual output of 50,000 m3 (120,000 t/a) is built, and supporting utilities and auxiliary facilities are provided. The total investment of the project is 3 million yuan, the environmental protection investment is 370 thousand yuan, and the environmental protection investment accounts for 12.33%.
II. According to the conclusion of the Report Form and the expert review opinions, under the condition of fully implementing the environmental protection measures proposed in the Report Form and strengthening environmental management, our Bureau agrees in principle with the nature, scale, process, location of the construction projects listed in the Report Form and the ecological environment protection measures to be taken.
3. During the construction and operation period of the project, the following environmental protection work should be focused on:
(1) Strengthen environmental management and pollution prevention during the construction period. The construction wastewater is clarified in the sedimentation tank, the supernatant is used to sprinkle the site road, and the rest is reused in the construction process, not discharged; the domestic sewage is discharged into the existing anti-seepage dry toilet in the plant area, cleaned regularly, and used as agricultural fertilizer, not discharged. The construction site shall be sprinkled with water regularly to reduce dust. Fence and construction barrier shall be set up at the construction boundary, and a shed shall be set up when building materials are stacked. Transport roads should be cleaned in time, transport vehicles should be covered with tarpaulins to reduce spilling and overloading, reduce idling time, and avoid residential areas and traffic arteries as far as possible. Commercial concrete shall be used and construction in windy weather shall be avoided as far as possible. The fugitive dust during the construction period shall meet the requirements of unorganized emission concentration limit of new pollution sources in Table 2 of Integrated Emission Standard of Air Pollutants (GB16297-1996). Reasonably arrange the construction time and try to avoid night construction. Mechanical equipment with low noise shall be selected as much as possible, and the equipment shall be regularly maintained and used in strict accordance with the operation specifications. Noise-producing equipment is not centralized. The speed of construction vehicles shall be controlled, and it is forbidden to whistle when entering and leaving the site. The construction noise shall meet the relevant requirements of Emission Standard for Construction Noise (GB12523-2025). The domestic garbage of construction personnel shall be collected at fixed points and treated by the environmental sanitation department on a regular basis. The excavation generated by the project is all used for the leveling of the site within the project, and is not discharged. Construction waste should be transported to the construction waste dump designated by the government. Waste packaging is sold to the recycling department of renewable resources.
(Two) strictly implement water pollution prevention and control measures. The plant area is provided with 4 sedimentation tanks in series, of which three sedimentation tanks have a volume of 42m3, and the other sedimentation tank has a volume of 108m3, with a total volume of 234m3. The impermeable layer of the sedimentation tank is made of P8 concrete with a thickness of 25cm. The mixing water of the project is all used in the product; the water for dust suppression in the raw material yard and the water for dust suppression in the road are all evaporated and not discharged; the initial rainwater, the equipment cleaning wastewater and the wheel washing wastewater are discharged into the sedimentation tank for sedimentation and then reused for production; the canteen wastewater is discharged into the septic tank together with the domestic sewage after being treated by the oil separation tank, and is regularly cleaned and used as agricultural fertilizer. The oil separation tank has a volume of 5m3 and the septic tank has a volume of 28.13m3.
(Three) strictly implement air pollution prevention and control measures. There are 2 sets of mixing equipment in the project, one for use and the other for standby. When one of the equipment is maintained, the other equipment is started and not used at the same time. The mixing and stirring dust is collected by the gas-collecting hood, treated by the bag-type dust remover and then discharged by the exhaust funnel with a height of 15m (DA001); the breathing dust of the cement silo is treated by the pulse dust remover on the top of each silo and then discharged by the exhaust funnel with a height of 25m (DA002 — DA004); The respirable dust of the fly ash silo is treated by the pulse dust collector on the top of each silo and then discharged by the 25m high exhaust funnel (DA005 — DA006); the oil fume of the canteen is treated by the oil fume purification device and then discharged by the special flue. The organized dust shall meet the emission limits of air pollutants in Table 1 of the Emission Standard of Air Pollutants for Cement Industry (GB4915-2013), and the canteen oil fume shall meet the standard requirements in the Emission Standard of Oil Fume for Catering Industry (Trial) (GB18483-2001). The raw materials shall be stored in the open air, and the ground of the storage yard shall be hardened to prevent seepage. A tight enclosure with a height of 5m shall be set up and covered with a flexible dust suppression net. A set of mobile fog gun truck shall be set up, and a regular cleaning and sprinkling system shall be formulated. Disorganized emission after dust reduction treatment by a mobile fog gun truck; placing the feeding bin in a canopy, and arranging a spray dust suppression device; and washing wheels, and spraying water to reduce dust. Unorganized dust shall meet the unorganized emission limit in Table 3 of Emission Standard of Air Pollutants for Cement Industry (GB4915-2013).
(Four) strictly implement noise pollution prevention and control measures. Low-noise equipment shall be selected as far as possible, and measures such as foundation vibration reduction and sound insulation shall be taken for the equipment. Make reasonable layout and make full use of the sound insulation effect of the buildings in the plant. Regularly check and monitor the equipment, and if the noise exceeds the standard, it should be treated and repaired in time. The treated noise shall meet the standards of Class 3 and Class 4 in the Emission Standard for Industrial Enterprises Noise at Boundary (GB12348-2008).
(Five) strictly implement solid waste pollution prevention and control measures. Solid wastes shall be collected by classification and shall not be piled up in the open air. Domestic waste of employees shall be collected in a centralized manner and delivered to the environmental sanitation department for unified treatment on a regular basis; the dedusting ash shall be reused for production; the waste grease shall not be stored in the plant area and shall be cleaned and treated by a qualified unit on a regular basis; the sediment in the sedimentation tank and the test products produced in the experiment shall be transported to the construction waste landfill; the waste bags shall be collected in a centralized manner and recycled by the manufacturer.
(6) Strictly implement environmental risk prevention measures. Hardening measures are taken for the ground of the plant area of the project, and cofferdams are set around the tank farm. Arrange special personnel for daily management of risk materials. Open fire is strictly prohibited within the operation area. Do a good job of daily environmental risk emergency measures and drills in the project plant area to ensure that the risk emergency system in the project plant area can operate effectively in the event of an accident.
(7) To strictly implement the pollutant discharge permit system, your unit shall, after obtaining the approval opinions of the environmental impact assessment, register the pollutant discharge on the national pollutant discharge permit management information platform before the occurrence of the pollutant discharge act.
4. Please cooperate closely with the design and construction units to fully implement the "Three Simultaneities" system for environmental protection of construction projects, and organize and implement the project construction work in strict accordance with the Report Form and this reply. After the completion of the project, the environmental protection completion acceptance of the construction project will be carried out, and the acceptance report will be made public according to law. If the pollution prevention and control facilities under construction have not been checked and accepted or are not up to standard, the main part of the project shall not be put into production or use.
5. As the main body of environmental impact assessment information disclosure of construction projects, your unit shall, in accordance with the relevant provisions of the Code of the People's Republic of China on Ecological Environment and the Measures for Public Participation in Environmental Impact Assessment, disclose the corresponding environmental impact assessment information to the public in stages during the construction of construction projects and after the completion of projects, and take the initiative to accept social supervision.
6. After the approval of the environmental impact report form, if the nature, scale, location of the project or the measures to prevent ecological damage and pollution have changed significantly, the environmental impact report form of the project shall be re-submitted for approval. From the date of approval of the reply document of the environmental impact report form, if the construction is started more than 5 years ago, the environmental impact report form shall be submitted to our Bureau for re-examination.
7. Please send the environmental impact report form and approval documents to Taonan Branch of Baicheng Ecological Environment Bureau within 20 working days after receiving the approval, and accept the supervision and inspection of the administrative departments of ecological environment at all levels in accordance with the regulations. Taonan Branch of Baicheng Ecological Environment Bureau is responsible for the "three simultaneous" supervision and inspection and daily supervision and management.
