The meeting pointed out that the deviation of meteorological diffusion conditions in autumn and winter this year can not simply "depend on the weather for food". Air pollution prevention and control work can not engage in formalism, can not cope with the handover, to adhere to the problem-oriented, find real problems, come up with practical measures, rapid progress, all work must form a closed-loop implementation, resolutely put an end to paper implementation, perfunctory coping, to rely on scientific measures and practical efforts, strive for air quality in the province's top ranking, and keep the bottom line of atmospheric environmental quality in autumn and winter.
The meeting demanded that, first, we should recognize the grim situation and take the initiative to hedge against adverse weather conditions. At present, the city's PM2.5 year-on-year rebound is prominent, extreme adverse weather occurs frequently, to achieve continuous improvement of environmental air quality, the pressure is enormous, all departments at all levels must abandon the idea of "feeding on the weather", adhere to scientific measures, so as to identify problems, take practical measures, work to the ground, accumulate small results into great results, and strive for the best results with solid work. Second, we should focus on prominent problems and take all kinds of hard measures. First, we should coordinate the planned burning and prohibition of straw burning. Seize the favorable window period of this month, refine the work measures, organize and plan burning in an orderly manner; establish a strong dispatching command system, firmly control the disorderly burning; study the straw disposal path with the help of the absorption capacity of the waste incineration power plant. Second, we should do a good job in reducing pollutant emissions at the source. We will accelerate the Blue Sky Defense and Enabling Action. Keep a close eye on the brick and tile industry, promote the integration and upgrading of production capacity, strengthen law enforcement and supervision, and prepare for off-peak production in autumn and winter in advance. Cement and other key enterprises should speed up the in-depth treatment according to the list of emission reduction tasks, and strengthen the monitoring and scheduling to ensure that the annual emission reduction targets are completed on schedule. Third, strengthen the fine management and control of key areas. We will speed up the management and control of truck diversion, strengthen dredging and blockage, continue to carry out pollution source investigation and remediation, ensure the standardized operation of cooking fumes and barbecue shops, plan ahead seasonal pollution provention and control such as fireworks and preserved meat fumigation, and formulate targeted practical plans. Fourth, we should make solid preparations for heavy pollution weather, further improve emergency emission reduction measures, make measures precise, pragmatic and effective, and resolutely put an end to passive disposal after pollution occurs. Third, we should consolidate the responsibilities of all parties. Each county (district) is in charge of leading the promotion of thematic research and compacting the responsibility of supervision. The Municipal Environmental Protection Commission plays a leading role in daily dispatching, and each member unit implements targeted control measures in accordance with the dispatching instructions, so as to achieve results, form a complete closed-loop, and fully accomplish the air quality target task.
