local media, Germany plans to expand the scope of application of the proposed Hydrogen Energy Acceleration Act, including blue hydrogen , so that low-carbon hydrogen projects can enjoy the relevant preferential policies of the Act.
The bill, which will be submitted to the Bundestag for a vote on Thursday, is aimed at speeding up the approval of low-carbon hydrogen energy and its derivatives production and import projects, as well as supporting infrastructure such as energy storage and pipelines.
The draft law, first proposed last year, also makes it clear that the production, import, transportation and storage infrastructure of green hydrogen-derived molecules (including synthetic fuels) in Germany are "major public interest" projects.
In all previous versions of the bill, including the version passed by the Cabinet in October last year, the preferential policies were only for hydrogen production projects by electrolysis of water and production facilities importing such hydrogen molecules.
However, the German Energy and Water Industry Association (BDEW) and the German Chamber of Commerce and Industry (DIHK) have long lobbied to include blue hydrogen produced from natural gas as raw material and carbon capture and storage (CCS) technology in the policy coverage.
To this end, members of the Bundestag promoted the adoption of relevant amendments, which successfully expanded the scope of application of the bill.
The amendment was submitted jointly by members of parliament from the centre-right CDU/CSU and the centre-left Social Democratic Party (SPD), both of which are part of the current federal ruling coalition. The
revised draft will enter the third reading (final consideration) on February 26 and then be voted on. If the Bundestag votes, the revised Hydrogen Energy Acceleration Act will be submitted to the Federal President of Germany for signature and formally become a federal law and come into force.
The German Ministry of Economy and Energy said that the identification of "significant public interest" would give green hydrogen projects "priority" in the approval process and help reduce the risk of legal proceedings in the planning approval process. The
revised Act also further expands the scope of application, including the construction and transformation of facilities for converting hydrogen derivatives and liquid organic hydrogen storage carriers into hydrogen, as well as infrastructure related to the import of fuels (such as synthetic kerosene) that meet RFNBO standards. "The resolution proposed by the CDU/CSU and the SPD highlighted the importance of the port infrastructure renovation project,"
the Bundestag said in a statement on its official website. It aims to accelerate and support the construction and expansion of energy carrier production, energy storage facilities and renewable energy power stations in the port.
"In addition, the resolution also requires that the rights and interests of small and medium-sized enterprises, especially small handicraft enterprises, be fully taken into account in the process of hydrogen energy promotion."
