Energy is an important material basis for economic and social development. For the first time, the 20th National Congress of the Communist Party of China proposed to speed up the planning and construction of a new energy system. The Fourth Plenary Session of the 20th Central Committee further clarified that the "15th Five-Year Plan" will initially build a new energy system and build a strong energy country. This is a new deployment and new requirement made by the Central Committee of the Communist Party of China based on the global energy development trend and the orientation of China's energy development, which provides a fundamental follow-up and action program for energy development. Over the past year, we have made every effort to promote the conclusion of the 14th Five-Year Plan for Energy Development, plan direction and path of the 15th Five-Year Plan for Energy Development, and comprehensively promote the research and formulation of the 15th Five-Year Plan for the Construction of a New Energy System. Under the guidance of the new strategy of

"four revolutions and one cooperation" for energy security, we have coordinated the development of high-quality energy and high-level security, and promoted the completion of 14 major indicators, 19 major strategic tasks and 34 major projects identified in the 14th Five-Year Plan on schedule. Lay a solid foundation for the construction of a new energy system. The total production of

primary energy has exceeded 5 billion tons of standard coal, and the self-sufficiency rate has remained stable at more than 80%. The main arteries of power transmission from west to east, gas transmission from west to east and coal transportation from north to south have been continuously consolidated and expanded, which has strongly supported the "sufficient quantity and stable price" of energy supply. Green and low-carbon transformation has achieved leapfrog development , building the world's largest and fastest growing renewable energy system. Nearly half of the "14th Five-Year Plan" energy demand growth is met by non-fossil energy, which accounts for more than 20% of total energy consumption. With the continuous release of reform and innovation vitality, Baihetan Hydropower Station, the world's first high-temperature gas-cooled reactor, and the "Deep Sea No.1" energy station have been built and put into operation.

Looking back on the past five years, we have made great efforts to improve the energy planning system with accurate positioning, clear boundaries, complementary functions and unified convergence, and to promote the formation of a "national chess game" of energy planning, so as to better play the leading, guiding and normative role of energy planning in energy development. We will promote the promulgation of the Energy Law of the People's Republic of China, revise and promulgate the Measures for the Management of Energy Planning, improve the implementation mechanism of the plan, carry out dynamic monitoring, evaluation and adjustment of the implementation of the plan, strengthen local supervision over the implementation of the national energy plan, and ensure that a blueprint is drawn to the end. These will provide strong institutional guarantee and effective practical experience for further energy planning. The new situation and new requirements

energy development are accelerating the evolution of the world's centennial changes, deepening the adjustment of the global energy landscape, accelerating breakthroughs in a new round of scientific and technological revolution and industrial transformation, and green low-carbon transformation has become the general trend of energy development. The internal and external environment facing the construction of China's new energy system is undergoing profound and complex changes.

Increasing uncertainties pose greater challenges to energy security. From the international point of view , the world is interwoven with turmoil and turbulence, and energy has become the focus of strategic competition. The trend of global energy trade is more obvious, the competition around resource rights, channel rights and market rights is becoming increasingly fierce, and the import of some energy resources in China is facing greater uncertainty. At the same time, the overall international oil and gas supply and demand is loose and the price is down, which is conducive to China's better coordination of the two resources in the domestic and international markets. From the domestic point of view , the steady development of economy and society has brought about the rigid growth of energy demand, the characteristics of power peak load are more obvious, and the difference between peak and valley is widening. The scale of the energy system continues to expand, the complexity of the system increases dramatically, the risks of extreme weather, network attacks and cascading failures increase, and the difficulty of dispatching, operation control and risk prevention of the energy system increases.

Achieving the goal of carbon peak puts forward higher requirements for energy transformation. Energy is the main battlefield to support the realization of carbon peak, and accelerating the transformation of energy production and consumption mode during the "15th Five-Year Plan" period still faces a series of challenges. On the one hand , the increment of energy consumption is mainly satisfied by non-fossil energy, and the industries such as wind, solar, water and nuclear are facing greater development space. It is urgent to enhance the safe and reliable substitution capacity of new energy and the system absorption capacity, and strengthen the guarantee of project construction elements. At the same time, traditional fossil energy is facing double pressures of security and transformation and carbon reduction. On the other hand , with the accelerated emergence of diversified business entities, the vigorous development of new formats and new models, the transformation of the functional orientation of traditional energy and new energy, and the deep adjustment of interest relations, it is urgent to establish a market mechanism that fully reflects the differentiated values of energy security support, system regulation and green attributes of various varieties.

From the international perspective , major countries in the world have strengthened the strategic layout of energy science and technology, and energy science and technology innovation has entered an intensive and active period. Major countries have increased the R & D and application of cutting-edge technologies such as hydrogen energy, solid-state batteries, advanced nuclear power and ocean energy, and artificial intelligence has become a new variable to reshape the international energy pattern, which is expected to drive systematic changes in energy production, transmission and consumption patterns. From the domestic point of view , China's energy science and technology as a whole has entered a critical stage of running side by side and leading in part. A large number of new technologies and industries have flourished, and new energy, new energy storage and other technologies have maintained the world's leading position. But at the same time, there are still some problems, such as the lack of original innovation ability, the shortcomings of some key core technologies and equipment, and the need to strengthen the collaborative innovation of industry, University and research.

Steadfastly promoting the construction

of a new energy system in the 15th Five-Year Plan 2026 is the first year of the 15th Five-Year Plan. We will issue and implement a new energy system and a series of energy plans in different fields, thoroughly implement the new energy security strategy, accelerate the construction of a new energy system, and promote the construction of a strong energy country. To provide strong energy support for the basic realization of socialist modernization and decisive progress.

Improve the layout of energy development. Energy and economy, total amount and structure, national and regional, domestic and international, optimize the layout and flow pattern of energy resources bases, and strengthen the local balance of energy and the coordination of resource allocation across provinces and regions. We will enhance the energy self-sufficiency of the eastern region and strive to achieve that more than 70% of the energy consumption increment in the "15th Five-Year Plan" will be met by the production of the region. We will better transform the resource advantages of the western region into development advantages, and strengthen the coordinated distribution of industrial transfer and clean energy. Optimize the layout of energy backbone channels as a whole, and create a backbone circulation corridor for important energy products.

Strengthen the traction of target indicators. Target indicators are the "baton" of energy development. The overall goal of the "15th Five-Year Plan" is to initially build a new energy system. First, we should ensure more adequate supply, further enhance the comprehensive energy production capacity, and effectively respond to normal supply and demand fluctuations and abnormal interference shocks; Second, the energy structure should be better, new energy should become the main power installation, the proportion of non-fossil energy consumption should reach 25%, and the proportion of electricity in the final energy consumption should increase by about 1 percentage point annually. Third, the system form should be updated, and the new energy infrastructure system with strong resilience, green low-carbon, integration, intelligent and efficient should be improved; Fourth, reform and innovation should be strengthened, energy science and technology innovation and industrial innovation should be deeply integrated, and the market and price mechanism adapted to the new energy system should be accelerated and improved.

Promote the implementation of key tasks. First, efforts should be made to build new energy infrastructure, expand the non-fossil energy supply system, and build a new power system adapted to a high proportion of new energy. The second is to build a strong and resilient energy supply chain, consolidate the foundation of energy strategic security, operational security and emergency security, and strengthen energy security under open conditions. Third, accelerate the green and low-carbon transformation of energy consumption, promote the peak of coal and oil consumption, and strengthen the clean substitution of terminal energy. Fourth, we should speed up the self-reliance of high-level energy science and technology, strengthen the innovation of key technical equipment, and upgrade the modernization level of the industrial chain. Fifth, we should strengthen the institutional guarantee for high-quality energy development, speed up the construction of a unified national energy market system, and improve energy laws, standards and regulatory systems.

Construction of major engineering projects. The project is an important starting point for the implementation of the plan, and it is necessary to strengthen "the project follows the plan". On the one hand, we will firmly promote the construction of major strategic landmark projects, safely and orderly promote the construction of Yaxia Hydropower Project, lay out and construct the "Three North" Wind Power Photovoltaic Base, Southwest Water and Wind Power Integration Base , Coastal Nuclear Power Base and Offshore Wind Power Base, and optimize the construction of backbone channels such as power, oil and gas. On the other hand, we will speed up the construction of a number of "small and beautiful" projects, implement the electric vehicle charging network upgrading project , lay out and build several integrated bases of wind and solar hydrogen, ammonia and alcohol, build a number of photothermal power generation projects , and build a number of zero-carbon parks.
