Previously, when the Fourth Eco-environmental Protection Supervision Group of the Central Committee gave feedback to Guangdong on September 18, it clearly pointed out that "the annual output of some cement clinker production lines exceeds the record capacity" and requested that the rectification plan be submitted within 45 working days. Subsequently,
on September 24, the Department of Industry and Information Technology of Guangdong Province issued the Notice of the Department of Industry and Information Technology of Guangdong Province on Promoting the Rectification of Overproduction of Cement Clinker Enterprises to the Municipal Burea u of Industry and Information Technology at or above the prefectural level, which rectified the feedback of the third round of central supervision of ecological environment protection. Standardizing the production capacity and output control order of cement industry in Guangdong Province falls on the specific actions of cement output control. According to
market sources, the annual output of some core cement enterprises in the Pearl River Delta is close to the approved capacity, some kiln lines have been shut down, and the supply side has been compressed, which provides support for the current round of price increases.
"Notice" points out that for enterprises whose cumulative output from January to September 2026 reaches 75% of the annual approved capacity or 110% of the daily output exceeds the approved capacity, timely overproduction reminders and warning interviews should be carried out to urge enterprises to strictly control production load and implement balanced production. For enterprises whose annual output is about to touch the upper limit of the registered production capacity, enterprises are urged to carry out measures to stagger peak production, reduce production and limit production, and resolutely curb the phenomenon of cement clinker enterprises exceeding the registered production capacity.
At the same time, all units are required to strictly implement their territorial responsibilities, establish a monthly monitoring system for the output of cement clinker enterprises, organize professional forces to carry out full coverage verification of the daily output and cumulative output of cement production enterprises in their jurisdictions every month, and urge enterprises to strictly standardize their production behavior in accordance with the record capacity.
The above requirements mean that Guangdong will implement accurate daily cement clinker production monitoring from October to eliminate the problem of periodic overproduction of cement production that may occur in "monthly control" and "annual control". In short, the 5000t/d cement clinker production line can only produce 5500t/d at most. Even if the total annual production capacity does not exceed 1.65 million tons (calculated according to 300 days), it should be regarded as overproduction.
In addition, the implementation of this Notice from October means that if the output of cement enterprises has reached 75% of the registered capacity in January-September, the output will be locked at 25% in the next October-December, and the fourth quarter is the peak season of Guangdong cement market. This will further limit the production capacity of cement enterprises, which has an objective and positive significance for boosting the market.
It is worth mentioning that the Xijiang River is currently in the dry season. Market sources said that there was a large backlog of transport ships in Wuzhou Lock, and the passage of Guangxi cement eastward to the Pearl River Delta was limited. The cost side is still at the bottom, the power coal has risen to 970-990 yuan/ton in early October, and the price reduction space has been compressed, which may be the reason why Guangdong cement prices dare to push up 50 yuan/ton in this round.
Overproduction management is the unified action of the whole country, Guangdong is the first step, once a replicable sample is formed, the effective supply of the whole country will be collected again. However, we still need to see that the penalties for overproduction of enterprises are still not enough. Taking the above-mentioned Notice issued by the Guangdong Provincial Office of Industry and Information Technology as an example, although various strict measures have been clearly defined, the punishment level is not clear for enterprises with overproduction, which may affect the actual implementation effect of the policy.
