Recently, the Notice of Guangdong Provincial Department of Industry and Information Technology on Promoting the Rectification of Overproduction in Cement Clinker Enterprises.
The Notice requires that all units should strictly implement their territorial responsibilities, establish a monthly monitoring system for the output of cement clinker enterprises, organize professional forces monthly to carry out full coverage verification of the daily output and cumulative output of cement production enterprises in their jurisdictions, and urge enterprises to standardize their production behavior in strict accordance with the registered production capacity.
For enterprises whose cumulative output reaches 75% of the annual approved capacity or 110% of the daily output exceeds the approved capacity from January to September 2026, timely overproduction reminders and warning interviews will be conducted to urge enterprises to strictly control production load and implement balanced production. For enterprises whose annual output is about to touch the upper limit of the registered production capacity, enterprises are urged to carry out measures to stagger peak production, reduce production and limit production, and resolutely curb the phenomenon of cement clinker enterprises exceeding the registered production capacity.

In order to further promote the rectification and implementation of the feedback from the third round of central ecological environment protection supervision, strictly regulate the order of production capacity and output control in the cement industry of our province, and consolidate territorial responsibilities. To promote the green, low-carbon, compliance, orderly and high-quality development of the cement industry in the province, the relevant rectification and implementation work is hereby notified as follows:
I. Establishment of a monthly output monitoring and verification mechanism
All units shall strictly implement their territorial responsibilities and establish a monthly output monitoring system for cement clinker enterprises. Every month, professional forces are organized to carry out full coverage verification of the daily output and cumulative output of cement production enterprises in the jurisdiction, and enterprises are urged to standardize their production behavior in strict accordance with the record capacity. 2. To speed up the replacement of production capacity
, all units should urge the cement clinker enterprises that have completed the replacement or replenishment of production capacity in their jurisdictions to speed up the progress of ultra-low emission transformation in an all-round way, carry out the establishment of A-level environmental performance standards, and make up for the shortcomings of environmental protection management. Ensure that the capacity that has been replaced and replenished is released legally and orderly, and put into production.
3. Reporting requirements
Starting from this month, each unit shall, before the 5th day of each month, sort out and summarize the monthly monitoring and verification of the output of cement clinker enterprises in the previous month, early warning and control, and the implementation of peak staggering and shutdown, and form a work table account to be submitted to our office.
