On June 12, the provincial "double carbon" work promotion meeting was held in Hangzhou. Zhejiang Cement Association attended the meeting as required. In order to support the goal of carbon peak, the National Development and Reform Commission, the Ministry of Industry and Information Technology and other departments recently jointly issued the Notice of the National Development and Reform Commission and Other Departments on the Three-year Action Plan for Energy Conservation and Carbon Reduction in Key Industries (FGHZ [2026] 698). In order to help all units make up for the shortcomings and grasp the dividends, we have extracted the provincial "double carbon" work promotion meeting and the relevant national policy requirements, and notified all member units and issued a call to tackle the key problems.
First, the provincial "double carbon" work promotion meeting: to accomplish the "double carbon" target task
with high quality, Liu Jie, deputy secretary of the provincial Party committee and governor of the province, stressed at the meeting that we should thoroughly implement the spirit of General Secretary Xi Jinping's important exposition on carbon peak and carbon neutralization and his important speech on Zhejiang, and implement the deployment requirements of the provincial Party committee and the provincial government. We should further clarify the path, grasp the work accurately, work together, work hard for a long time and do well, speed up the promotion of new breakthroughs in the "double carbon" work, ensure the high-quality completion of the "double carbon" target task, and resolutely achieve the "general secretary's order, the Party Central Committee's deployment, and the effectiveness of Zhejiang's action".
We should pay attention to positive incentives and reverse forces to "work together", strengthen management and scientific and technological innovation to "complement each other", further unify the discourse system, evaluation criteria and work methods, and promote the "double carbon" work to speed up the break down.
We should take the construction of carbon accounts as the basic support, highlight the comprehensive, concrete, timely and easy use, speed up the construction of a unified platform, formulate a unified system and standards, and build a province-wide integrated work system.
We should take the green transformation of parks, enterprises and units as the main direction of attack, promote the low-carbon and zero-carbon transformation of parks, promote the "one enterprise, one policy" of key enterprises to carry out the technological transformation of carbon reduction, promote public institutions such as government units to take the lead in carbon reduction, and earnestly take the initiative to optimize the industrial structure.
We should take the large-scale application of new energy heavy trucks as an important path, accelerate the promotion of the penetration rate of new energy heavy trucks, strengthen the promotion and application of multiple technologies, improve the green transportation infrastructure, and strive to find a new path of green intelligent transportation.
We should improve the safeguard mechanism, establish a closed-loop responsibility, regularly carry out supervision services, create a strong atmosphere for the whole society to participate in "double carbon" and support "double carbon", and ensure the implementation of various decision-making arrangements.
We should co-ordinate special funds related to industry and information technology, and strengthen support for energy-saving and carbon reduction transformation projects.
2. Three-year Action Plan for Energy-saving and Carbon Reduction Transformation of Key Industries: Clarify the transformation content and establish a positive and negative two-way management and control mechanism
. As one of the nine key energy-saving and carbon reduction transformation industries, the cement industry has been included in the three-year action plan for energy-saving and carbon reduction transformation of key industries, ushering in a new period of policy opportunities. At the same time, it also faces unprecedented compliance pressure and transformation window period.
Transformation content: promote the transformation of key processes such as cement clinker production for energy saving and carbon reduction, apply high-efficiency equipment such as six-stage preheater and the fourth-generation intermediate roller crusher and high-efficiency grate cooler, and carry out the transformation of kiln and furnace oxygen-enriched (total oxygen) combustion system and high-efficiency burner. We will support the application of vertical mill final grinding system and separate grinding technology, implement green and low-carbon substitution for raw materials and fuels, and accelerate the upgrading of energy-using equipment such as motors, fans, pumps, heat pumps, air compressors and transformers. The transformation and upgrading of cement grinding stations under 600000 tons/year should be accelerated.
Positive incentives: strengthen financial support and guarantee. For qualified energy-saving and carbon-reducing renovation projects, financial subsidies shall be granted according to the proportion of 20% of the approved total investment. Limited support for projects with benchmark energy efficiency after retrofit. Strengthen policy cohesion and incentives. According to the principle of "encouraging the advanced and spurring the backward", carbon emission quotas are issued to enterprises. Support enterprises whose carbon emission intensity is better than benchmark value to obtain reasonable quota income.
Reverse constraint: improve the electricity price guidance mechanism. Considering the implementation of capacity and output control policy, energy consumption and emission level, environmental protection performance level and other factors, the price increase per kilowatt hour on the basis of market transaction price is not more than 0.1 yuan. Strict standards lead to constraints. To give full play to the role of standard inversion, projects whose energy efficiency does not meet the mandatory energy consumption quota standard limit value and benchmark level should be completed by the end of 2028. Those who fail to complete the transformation on schedule or fail to meet the requirements after the transformation shall be eliminated and shut down according to the regulations.
3. Recognize the situation, seize the opportunity and set off an upsurge
of energy-saving and carbon-reducing transformation in the industry. At present, the "double-carbon" work has shifted from top-level design to the key stage of actual combat, rigid assessment and comprehensive attack. The state, provinces and municipalities have issued a large number of favorable policies and unprecedented financial support, which is the best time for enterprises to complete energy-saving and carbon reduction transformation at low cost, and the window period is fleeting. At the same time, in the next three years, industry regulation will be tightened in an all-round way, and enterprises that wait and see delay and stand still will face the risk of market exit. Here, the Zhejiang Cement Association issued a call to the member units:
First, to improve the political stance. All units, especially those with relatively backward energy consumption level, should enhance their sense of urgency, clearly understand that energy conservation and carbon reduction are no longer optional actions, but rigid tasks and bottom line requirements, completely abandon the wait-and-see mentality, and promote energy conservation and carbon reduction transformation as the current key task.
The second is to implement "one enterprise, one policy". Key enterprises should actively learn from the excellent energy-saving and carbon-reducing cases and advanced technologies in the industry, refine and improve the energy-saving and carbon-reducing transformation plan, advance within a time limit, make up for the shortcomings in an all-round way, and ensure that the transformation task is completed on schedule.
Third, take the initiative to dock with relevant departments and seize policy dividends. Relevant enterprises should actively dock with local departments of industry and telecommunications, development and reform (energy conservation), accurately sort out technological transformation projects, improve the declaration materials as required, actively declare national and provincial energy-saving and carbon reduction projects, strive for policy and financial support, and take advantage of the green transformation of enabling enterprises.
Fourth, energy conservation and carbon reduction and ultra-low emission transformation will be promoted in an integrated manner, and the task of ultra-low emission will be completed on schedule.
Green transformation is the trend of the times, and energy saving and carbon reduction is imperative. It is hoped that member units will seize the precious window period of the three-year action plan, take the initiative and act quickly to comprehensively improve the energy and carbon efficiency level of enterprises and accelerate the realization of green, low-carbon and high-quality transformation of the industry.
