The Ministry of Housing and Urban-Rural Construction will work with relevant departments to implement the "Fifteenth Five-Year Plan for Urban Renewal" and guide all localities to complete the task of urban infrastructure construction and transformation.
One is to speed up the completion of the short board. Firstly, we should improve the urban drainage and waterlogging prevention system, promote the construction and transformation of urban drainage facilities such as drainage pipes, pumping stations, drainage channels, storage facilities and intelligent platforms, improve the construction standards of facilities, and enhance the capacity of urban drainage and waterlogging prevention. At the same time, it will continue to implement the construction of urban sewage pipe network, enhance the collection and treatment capacity of urban domestic sewage, and promote the construction of urban underground comprehensive pipe corridor according to local conditions.
The second is to continue to implement renovation and transformation. For the water supply network, the key point is to renovate the aging and damaged municipal water distribution network and improve the safety guarantee ability of urban water supply. For the gas pipeline network, the key point is to transform the municipal pipelines with backward materials and serious corrosion to eliminate potential safety hazards. For the heating network, we will focus on the implementation of the "warm project" of urban heating, speed up the renovation of aging heating pipelines and inefficient heat exchange stations, reduce heat losses and ensure safe operation.
Third, the implementation of intelligent construction and transformation. While speeding up the construction and transformation of pipeline network, we should comprehensively promote the construction of lifeline safety projects of urban infrastructure, and realize the closed-loop management of the whole process of urban infrastructure operation risk from monitoring and discovery to early warning and disposal. the National Development and Reform Commission, said that in recent years, the National Development and Reform Commission, in conjunction with the Ministry of Housing, Urban and Rural Construction, has actively supported the construction and transformation of underground pipeline networks such as urban gas, drainage, water supply and heating through ultra-long-term special treasury bonds, with a capital allocation of 160 billion yuan in 2026, an increase of 25 billion yuan over the previous year. It will continue to arrange ultra-long-term special treasury bond funds in the "two-fold" construction, and give strong support to the urban underground pipeline network construction and renovation projects. The construction of
underground pipeline network will bring sustained support to cement demand.
