The meeting demanded that the whole city should fully recognize the severe situation of air pollution prevention and control in autumn and winter, focus on key areas, unite efforts to tackle key problems, make every effort to do a good job in air pollution prevention and control in autumn and winter, and continuously consolidate and enhance the effectiveness of "Lanzhou Blue" governance. We should do a good job in coal control and pay attention to early and small. Strengthen the control of coal entrance and exit points and coal management market in urban areas, and strictly prevent the circulation of inferior coal. We should do a good job in the management and control of non-point sources and strengthen the linkage of departments. We will continue to strengthen multi-sectoral joint supervision and control of non-point source pollution such as cooking fumes, fireworks and firecrackers, burning sacrifices and "four burning". We should do a good job in dust control and carry out investigation and remediation. Conduct a comprehensive investigation of all kinds of construction sites, urge the implementation of "six hundred percent" dust control measures, and strictly prevent the phenomenon of "barbaric construction" and "one stop". We should do a good job in enterprise supervision and reduce industrial emissions. Strengthen law enforcement and supervision of enterprises in key industries, strengthen operation and maintenance supervision of waste gas treatment facilities, implement winter peak staggering production in cement industry, and strictly control industrial pollution emissions. It is necessary to strengthen the supervision of mobile sources and reduce exhaust pollution. Strengthen road inspection of diesel trucks, strengthen traffic guidance around key areas, and reduce exhaust pollution caused by idling vehicles. It is necessary to consolidate territorial responsibilities and fight in an all-round way. All counties and districts should combine the annual air quality improvement objectives, clarify the focus of work, take effective measures to ensure the effectiveness of tackling key problems, and promote the improvement of air quality in their jurisdictions.
