Strengthening the investigation of industrial heritage resources, improving the level of industrial heritage protection, excavating and interpreting the value of industrial culture, enriching the supply of industrial tourism products, improving the quality of industrial tourism services, giving full play to the functions of research and education, increasing publicity and promotion efforts, and building a strong line of defense for industrial tourism safety, etc. Demonstrate the achievements of industrial development, enrich the supply of cultural and tourism products, and promote the enhancement of national pride and cohesion.

Promoting industrial culture, protecting industrial heritage and developing industrial tourism are conducive to displaying industrial development achievements. Enriching the supply of cultural and tourism products and enhancing national pride and cohesion. In order to further promote the protection of industrial heritage and develop industrial tourism in an orderly manner, the relevant matters are hereby notified as follows.
1. Strengthen the investigation of industrial heritage resources. Local governments are encouraged to carry out industrial heritage research in the light of regional industrial layout and industrial characteristics and the results of the fourth national cultural relics census, so as to clarify the core values and protection carriers of industrial heritage. Promote the construction of industrial heritage archives and improve the records of industrial heritage archives. Establish a classified database of industrial heritage resources to clarify the characteristics of resources, historical and cultural values, development status and potential.
Two, improve the level of industrial heritage protection. Insist on protection first, rational utilization and minimum intervention, and promote the systematic protection of industrial heritage. We will promote the incorporation of industrial heritage that meets the criteria for the identification of cultural relics into the cultural relics protection system and strictly abide by the requirements of laws and regulations for the protection of cultural relics. Establish and improve the protection mechanism of industrial heritage, clarify the scope of protection, the main body of responsibility and protection requirements. We will improve the evaluation criteria for industrial heritage protection and promote the development and application of key technologies. Promote the formulation of guidelines for the protection of industrial heritage, take effective protection measures, maintain the pattern, structure, style and features of industrial heritage, and ensure that core items are not destroyed. Carry out dynamic monitoring of industrial heritage and evaluation of protection and utilization benefits.
Third, excavate and interpret the value of industrial culture. Strengthen the excavation, research and interpretation of the industrial development history, craftsmanship, enterprise archives and well-known industrial brands in the region, and refine the spirit of craftsmen, entrepreneurship and innovation. Encourage the creation of industrial music, dance, literature, drama, art, film and television, animation and other works. Support the integration and innovation of cultural creativity and industrial design, and enhance the quality of industrial products and brand building with excellent traditional Chinese culture. We will support the development of industrial and cultural creative products with both cultural connotations and fashion aesthetics, and create domestic fashion products, new fashion products and famous consumer products.
Fourth, enrich the supply of industrial tourism products. We will actively develop industrial heritage tourism, encourage the activation and utilization of industrial sites by means of creative design, format implantation and style transformation, and develop new scenarios, new formats and new models of industrial tourism. We will vigorously develop "factory tours" and encourage enterprises in the fields of aerospace, shipbuilding, automobile, robotics and other equipment manufacturing, textile and clothing, arts and crafts, food processing and other consumer goods industries, and e-commerce logistics to innovatively launch projects such as production process observation, simulation operation, hand-made experience and product customization on the premise of ensuring safe production and confidentiality requirements, so as to create a tourism factory with distinct themes. We will expand industrial intelligent tourism in an orderly manner and support the use of digital technologies and equipment such as Beidou, artificial intelligence, ultra-high definition video, virtual reality and automatic driving to create immersive and intelligent industrial tourism experience. Support industrial tourism sites to develop thematic commerce, immersive experience, characteristic fairs and other formats, and create "industrial tourism plus" consumption scenarios. Local governments are encouraged to launch a number of high-quality industrial tourism routes and brands with regional and industrial characteristics. Industrial enterprises are encouraged to strengthen product publicity through industrial tourism, expand product sales and strengthen enterprise brands.
Fifth, improve the service quality of industrial tourism. Strengthen the training of professional tour guides and commentators in industrial tourism, and comprehensively improve the professional level and reception ability of tour guides. Promote the standardization and standardization of industrial tourism. Promote the upgrading of industrial tourism facilities for tourism. Conditional industrial enterprises are encouraged to rationally plan tour space and routes, and enrich tour contents such as live observation, practical experience and digital simulation. Highlighting the practicability of tourism supporting facilities, setting up supporting facilities such as explanatory signs, cultural and creative shopping, hygienic catering and parking and charging according to local conditions. Strengthen the connection between industrial tourist spots and urban public transport network, and improve the service guarantee of traffic connection stations, tourist buses and parking lots. We will support places where conditions permit to improve inbound tourism services such as multilingual guided tours and tax rebates for departure.
6. Give full play to the function of research education. Give full play to the educational functions of industrial culture and industrial heritage, encourage all localities to make use of modern factories, industrial heritage, existing industrial museums, industrial exhibition halls and other facilities to develop characteristic research tourism products and cultivate industrial theme research scenes. Travel agencies and online tourism platforms are encouraged to expand industrial theme research tourism business and integrate industrial science popularization, skills experience and cultural heritage into research content. Supporting students to carry out research and practice incorporated into school education and teaching plans, displaying vivid cases of powerful countries in science and technology and serving the country by industry, enhancing young people's understanding of the great achievements and frontier science and technology in the new era, helping students broaden their horizons, understand relevant professional knowledge, set up development goals, and promote employment and career choice. Encourage the integration of industrial tourism into trade union activities such as workers'spring and autumn tours.
7. Strengthen publicity and promotion. Strengthen the publicity of the protection and utilization of industrial heritage, and tell the story of China's industry in various forms. Do a good job in promoting industrial tourism resources, strengthen brand communication and case promotion, and enhance the brand awareness, market attractiveness and comprehensive competitiveness of industrial tourism. Strengthen the display and publicity of China's industrial development achievements, and enhance the international influence of national industrial brands. Make good use of the new media platform to vigorously promote industrial tourism products and routes. Promote the integration of industrial tourism and film and television development, and expand the influence through scene implantation.
Eight, build a strong line of defense for industrial tourism safety. Relevant units and enterprises should improve the confidentiality management system and carry out industrial tourism on the premise of abiding by the state confidentiality regulations. We should earnestly fulfill the main responsibility of safety production and tourism safety, improve the safety management system, strengthen safety publicity and education for employees and tourists, and ensure the safety of enterprises and the safety of tourists'personal and property. Safety quarantine facilities, safety warning signs and protective facilities must be set up in tourist areas (passages) and dangerous production areas (links). Practical safety contingency plan should be formulated, necessary emergency rescue forces and safety protection equipment should be equipped, and regular drills should be organized. Departments such as
culture and tourism, publicity, industry and information technology, education, supervision of state-owned assets, cultural relics and trade unions should strengthen coordination of work and promote the implementation of the tasks of this circular. We should make good use of resources in relevant fields and strengthen support for the protection and utilization of industrial heritage, innovation of business scenarios, practical education of industrial research, promotion of industrial heritage and industrial tourism. We will encourage the exploration of innovative measures to revitalize and utilize resources such as industrial heritage and industrial plants to develop industrial tourism. We should adhere to systematic planning, classified guidance and dislocation development, strengthen analysis and judgment, develop industrial tourism according to local conditions, and explore and form development models with different characteristics.
