Ministry of Ecology and Environment: Notice on Doing Well the Work Related to the National Carbon Emission Trading Market in 2026

The circular made it clear that by March 31, 2026, the provincial authorities in charge of ecological environment will organize key emission units in power generation, steel, cement and aluminium smelting industries to submit greenhouse gas emission reports for 2025 through the management platform.

On February 9, the Ministry of Ecology and Environment issued a circular on the work of the national carbon emissions trading market in 2026.

The circular made it clear that by March 31, 2026, the provincial authorities in charge of ecological environment will organize key emission units in power generation, steel, cement and aluminium smelting industries to submit greenhouse gas emission reports for 2025 through the management platform. By December 31

, 2026, provincial ecological environment authorities will organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to complete the carbon emission quota clearance in full and on time for 2025.

I," To strengthen the management

of the list of key emission units (1) To formulate

the list of key emission units in 2027 in their respective administrative regions, provincial ecological environment authorities should formulate the list of key emission units in 2027. The annual direct emissions of power generation, steel, cement and aluminium smelting industries will reach 2.

(2) The list will be published

before October 31, 2026. Provincial authorities in charge of ecological environment will list the key emission units of power generation, steel, cement and aluminium smelting industries in 2027 through the national carbon market management platform (hereinafter referred to as the management platform). The website is https://www.cets.org.

2. Strengthen the data quality management

of key emission units. Provincial ecological environment authorities organize and carry out power generation, iron and steel, cement, etc. In accordance with the technical specifications for accounting reports and verification formulated by the Ministry of Ecology and Environment (see Annex 3 for the list). (1) Before December 31

, 2026, provincial ecological environment authorities shall organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to formulate data quality control plans for 2027 through management platforms.

(2) Within 40 natural days after the end of

each month, the provincial authorities in charge of ecological environment shall organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to carry out monthly information deposit of carbon emission statistics and accounting data through the management platform.

(3) Before March 31

, 2026, the provincial ecological environment authorities shall organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to submit the annual greenhouse gas emission report for 2025 through the management platform.

(4) Before June 30

, 2026, the provincial authorities in charge of ecological environment shall complete the technical audit of the annual greenhouse gas emission report of key emission units in the power generation industry in 2025 (hereinafter referred to as the verification). And inform the key emission units of the verification results through the management platform. By July 31, the verification of emission reports of key emission units in iron and steel, cement and aluminium smelting industries and the notification of verification results will be completed.

(5) Before November 30

, 2026, the provincial ecological environment authorities shall assess the quality, compliance and timeliness of the work of the verification technical service institutions in 2025 in accordance with the requirements of the Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial Implementation). The evaluation results are made public to the public through the management platform and the official website of the provincial ecological environment authorities.

3. Strengthen the management

of quota allocation and clearance of key emission units (1) Pre-allocation

of quotas Before April 10, 2026, provincial ecological environment authorities will pre-allocate carbon emission quotas for 2025 to key emission units in iron and steel, cement and aluminium smelting industries. By June 30, 2026, carbon emission quotas for 2025 will be pre-allocated to key emission units in the power generation industry.

(2) Before September 20

, 2026, the provincial authorities in charge of ecological environment shall, on the basis of the results of the annual verification in 2025, approve the quota to be issued by key emission units in the power generation, iron and steel, cement and aluminium smelting industries in 2025 in accordance with the total annual quota and the allocation plan. The relevant data sheets shall be submitted in writing to the national carbon emission registration authority for registration of the approved quota. By September 30, provincial ecological environment authorities will allocate carbon emission quotas for 2025 to key emission units in power generation, steel, cement and aluminium smelting industries.

(3) Before December 31

, 2026, the provincial authorities in charge of ecological environment shall organize key emission units in power generation, iron and steel, cement and aluminium smelting industries to complete the carbon emission quota clearance in full and on time in 2025.

4. Requirements for

enterprise management in other key industries (1) To determine the scope of

emission report management in other key industries, such as petrochemical, chemical, building materials (flat glass), non-ferrous metals (copper smelting), papermaking and civil aviation. As well as steel and cement enterprises that have not yet been included in the list of key emission units in the national carbon emission trading market. Annual greenhouse gas emissions reach 2.

(2) Petrochemical, chemical, building materials (flat glass), non-ferrous metals (copper smelting), papermaking, civil aviation industry enterprise management requirements

by March 31, 2026. The competent department of ecological environment at the provincial level shall organize enterprises in petrochemical, chemical, building materials (flat glass), non-ferrous metals (copper smelting), papermaking and civil aviation industries to submit the 2025 annual greenhouse gas emission report and its supplementary data accounting report through the management platform (see Annex 5 for the template of the supplementary data accounting report). Before December 31

, 2026, the competent department of ecological environment at the provincial level shall complete the verification of the 2025 annual emission reports of the above-mentioned enterprises in accordance with the requirements of the Guidelines for the Verification of Enterprise Greenhouse Gas Emission Reports (Trial), and the relevant reports shall be submitted to the Ministry of Ecology and Environment through the management platform (the report template shall be downloaded from the management platform).

(3) Enterprises in the iron and steel and cement industries that have not yet been included in the national carbon emission trading market are required to

organize annual direct emissions

by the provincial ecological environment authorities before March 31, 2026. The competent department of ecological environment at the provincial level shall, in accordance with the requirements of the technical specifications listed in Annex 3 of this Circular, complete the verification of the 2025 annual emission reports of the above-mentioned enterprises, and the relevant reports shall be submitted to the Ministry of Ecology and Environment through the management platform.

(1) To strengthen organizational leadership

, local ecological environment authorities at all levels should thoroughly implement the spirit of the Opinions of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Promoting Green and Low Carbon Transition and Strengthening the Construction of the National Carbon Market. We will do a solid job in the management of the list of key emission units in the region, the quality management of carbon emission data, the allocation and clearance of carbon emission quotas, summarize and condense the effectiveness and cases of data quality management in a timely manner, and complete the work of this notification with high quality.

(2) To strengthen capacity building

, the Ministry of Ecology and Environment carries out policy interpretation and capacity building training for provincial ecological environment authorities and technical support units, and carries out policy publicity and implementation for newly incorporated key emission units relying on relevant industry associations. Provincial departments in charge of ecological environment should increase technical support and organize special training on carbon emission data quality management, carbon emission quota allocation and clearance.

(3) To strengthen supervision and law enforcement

, local ecological environment authorities at all levels should strictly implement the Provisional Regulations on the Management of Carbon Emission Trading, incorporate the quality management of carbon market data and the performance of quota clearance into their daily supervision and law enforcement work, and severely crack down on fraudulent carbon emission data.
