On September 28, the Department of Industry and Information Technology of Hunan Province and the Department of Ecology and Environment of Hunan Province jointly issued the Notice on Peak Staggering Production in Cement Industry during the Special Protection Period of Air Pollution Prevention and Control from 2026 to 2027 (hereinafter referred to as the "Notice"), which calls for the implementation of differentiated peak staggering production.
The circular stressed that all cement clinker production enterprises should organize production in strict accordance with the approved production capacity, and the actual daily output should not exceed 110% of the daily production capacity on record. If the production exceeds 110% of the daily production capacity on record, it is found that the preferential days for off-peak production are reduced by 5 days at a time, and if the preferential days are deducted, the additional days for shutdown are increased by 5 days each time. The implementation standards for
differentiated peak-shifting production are as follows:
1. Determine the base number of peak-shifting production days. During the special protection period of air pollution prevention and control from 2026 to 2027, the base number of off-peak production days of cement clinker production line is 105 days, of which the base number of off-peak production days is not less than 60 days during the period from October 1 to December 31, 2026. Cement enterprises should reasonably arrange peak staggering production plan according to atmospheric environmental capacity, and stagger peak in December and January with high incidence of heavy pollution.
2. Determine the grading standard of environmental protection performance. For the cement clinker production line that has been rated as Grade A by the Department of Ecology and Environment and has been in continuous and stable operation, the number of peak-shifting production days will be reduced by 25 days on the original basis; for the cement clinker production line that has been rated as Grade B and has been in continuous and stable operation, the number of peak-shifting production days will be reduced by 15 days on the original basis.
3. Determine the energy consumption classification standard. The comprehensive energy consumption of clinker per unit product shall not be higher than 100 kgce/t cement clinker production line, and the peak-shifting production days shall be reduced by 10 days on the original basis. Among them, those listed in the list of energy efficiency "leader" enterprises in the cement industry issued by the Ministry of Industry and Information Technology will be reduced by an additional 5 days on this basis. For the cement clinker production line with the comprehensive energy consumption of clinker per unit product higher than 117 kgce/t, the peak-shifting production days shall be increased by 10 days on the original basis. The latest annual industrial energy conservation supervision opinions issued by the Provincial Industrial Communication Energy Conservation Supervision Center shall prevail (it must be able to be accounted for separately by production lines).
4. The cement clinker production line of the state-level green factory will be reduced by an additional 5 days on the basis of the corresponding peak staggering production days.
5. Clinker production lines with a capacity of more than 200 tons/day and producing more than 50% of special cement products shall be reduced by 35 days on the basis of the above standards for collaborative disposal of municipal solid waste (subject to environmental assessment approval, complete treatment devices and municipal solid waste disposal contracts).
6. The accumulative time for a single clinker production line to enjoy peak-shifting production concessions shall not exceed 35 days, of which the peak-shifting production time from October 1 to December 31, 2026 shall not be less than 45 days, and the peak-shifting production days per month shall not be less than 15 days.
7. It is not allowed to adjust and replace the kiln shutdown across enterprises (referring to independent legal person enterprises, non-enterprise groups). In principle, two normal clinker production lines in the same plant area can replace the days of kiln shutdown according to the size of the kiln line, but the days of reduction and exemption are not allowed to be replaced. Production lines that have completed capacity replacement and withdrawal will not participate in the adjustment of replacement and peak staggering days.
8. Enterprises with records of environmental violations during the year will not enjoy preferential policies for off-peak production. Production lines with peak staggering days in the fourth quarter of the special protection period of the previous year less than 5 days or more or with peak staggering days in the whole stage less than 10 days or more will not enjoy preferential policies for peak staggering production.
9. Each cement clinker production enterprise shall organize production in strict accordance with the approved production capacity, and the actual daily output shall not exceed 110% of the registered daily production capacity. If the production exceeds 110% of the daily production capacity on record, it is found that the preferential days for off-peak production are reduced by 5 days at a time, and if the preferential days are deducted, the additional days for shutdown are increased by 5 days each time.
10. If local governments at or above the county level require additional peak staggering days during sensitive periods of atmospheric environment, they shall be implemented in accordance with the requirements of local governments.
11. If the production line with the task of coordinated disposal of municipal solid waste and toxic and harmful waste throughout the year needs to reduce the number of peak staggering days due to the limitation of closed storage capacity, the local municipal and prefectural people's governments shall formally report to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment for review and implementation.
