We should further strengthen the accident warning education, use the case as a warning, promote all regions to strengthen the leadership responsibility of "the Party and the government share the same responsibility", and earnestly achieve the goal of "promoting the development of one party and ensuring the safety of one party"; we should promote all relevant departments to strengthen the supervision responsibility of "three management and three necessities" departments, and implement the measures of safety production responsibility in relevant industries; Promote the production and operation units to strengthen the main responsibility, prevent the repetition of the same mistakes, and earnestly achieve the goal of "one factory has an accident, ten thousand factories are educated, one place has hidden dangers, and the whole country is warned", effectively prevent and curb all kinds of accidents, and effectively safeguard the safety of people's lives and property and social stability. In order to thoroughly implement the important expositions of the General Secretary of Xi Jinping on work safety, draw profound lessons from the accidents, give full play to the role of accident warning education, and effectively prevent and resolve the major safety risks and corruption problems exposed by the accidents, Prevent and rectify view of political achievement deviations, promote all kinds of responsible subjects to be alerted and keep the bottom line, prevent production safety accidents from the source, and promote the transformation of public safety governance model to pre-prevention. In accordance with the Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Reform and Development in the Field of Production Safety, the Production Safety Law of the People's Republic of China, the Regulations on the Reporting, Investigation and Handling of Production Safety Accidents and other laws and regulations, the following opinions are put forward to further improve the working mechanism of production safety accident warning education (hereinafter referred to as accident warning education).
First, the general requirement
to carry out accident warning education is an important measure to further study and implement General Secretary Xi Jinping's important exposition on safety in production, improve and implement the responsibility system for safety in production, and do a good job in the second half of the article on the investigation of production safety accidents. 2. Organizing and implementing
(1) Defining the scope and time limit of implementation. Major and above production safety accidents or related typical accidents shall be organized and carried out within 30 days after the investigation report is made public, so as to ensure timely lessons learned and follow-up rectification. The warning education for the following major accidents shall be carried out according to the actual situation.
(2) To clarify the main body of implementation. For the production safety accidents investigated by the State Council, the Office of the State Council Safety Committee shall organize the accident warning education. In principle, other accident warning education work shall be organized by the local safety production committee (hereinafter referred to as the safety committee) responsible for accident investigation, and the specific work may be carried out by the safety committee office at the same level or the leading department responsible for accident investigation; for typical accidents with bad social impact and widespread public concern, the superior safety committee may organize and carry out the work as a whole. Relevant member units of regional safety committees may organize and carry out accident warning education in their respective industries according to the division of tasks in safety production.
(3) Enriching the implementation forms. Accident warning education is based on the principle of paying attention to practical results, and can be carried out in the form of holding meetings, education and training, on-site warning, case review, etc. Each region can carry out warning education by making warning educational films, online publicity of new media platforms and other flexible and practical forms according to the characteristics of the accident and the actual situation of the region and related industries.
(4) Compacting the responsibilities of production and operation units. All regions should urge and encourage production and business units, especially those of the same type in the industry to which the accident belongs, to carry out in-depth accident warning education in accordance with the accident investigation report. Relevant production and business units should combine the problems exposed by the accident, find out the potential safety hazards and shortcomings in safety management, and formulate targeted risk prevention and mitigation measures.
3. Main ways
(5) Focus on core content. The content of accident warning education should focus on the analysis of the causes of accidents, the prominent problems exposed and the main lessons of accidents, insist on promoting the prevention of accidents by cases, and promote the relevant localities, departments and production and business units to have a profound understanding of the defects and loopholes in the causes of accidents, accident reports, hidden dangers investigation, supervision responsibilities, standards and norms, and so on. As well as the problems of corruption and view of political achievement deviation in administrative examination and approval, law enforcement inspection, accident report and investigation behind the accident.
(Six) hold a warning education meeting. The participants of the warning education meeting may be the person in charge of the relevant member unit of the safety committee at the same level, the person in charge of the safety committee at the place where the accident occurs and the relevant member unit, the person in charge of the safety committee at the next level and the relevant member unit within the jurisdiction, the person in charge of the relevant production and operation unit, etc., and the person in charge of the discipline inspection and supervision organ at the same level or with jurisdiction may be invited to participate as appropriate. The contents of the
warning education meeting mainly include informing the basic situation of the accident, the direct causes, the problems and lessons exposed, the underreport problems involved in the accident and the handling situation, the suggestions for rectification and prevention measures, and the corruption problems involved in the accident, and arranging the person in charge of the unit responsible for the accident to reflect on the situation, and the person in charge of the member unit of the safety committee to make a speech.
(7) Strengthen education and training. Warning education in the form of education and training is mainly aimed at the relevant personnel of local people's governments at all levels, relevant departments and production and business units, through the analysis of accident cases, to carry out interactive exchanges, to promote overall devel opment and safety, to strengthen the responsibility of "three management and three necessities", to enhance the ability of supervision, law enforcement and emergency response, and to implement safety. Improve production technology and equipment, improve the level of intrinsic safety, timely and accurate reporting of accident information in accordance with the law and regulations, prevent interference in accident identification, help evade responsibility, resist unhealthy tendencies, and strictly adhere to the bottom line of integrity and self-discipline. After the
accident, a warning education day can be set up in combination with the typical accidents in the history of the unit, and the warning education of the whole staff can be organized regularly.
(Eight) carry out on-site warning. On-site warning education carried out in the place where the accident occurred is mainly aimed at the relevant personnel of relevant local departments and production and business units, and is organized and carried out through the display of physical and archival materials, the deduction of accident review, and the broadcasting of warning educational films.
(9) Analysis of the mainstream media. After the publication of the investigation report on major accidents, the central and local mainstream media were invited to review the causes and processes of the accidents, analyze the illegal and irregular acts of production and business units, the responsibilities of local Party committees, governments, relevant departments and relevant personnel, and sum up the lessons learned.
(10) Implementing normal warning education. Make full use of safety education and training bases, venues, etc., to display the consequences of accident hazards, emergency rescue, accident lessons, personnel accountability, relevant accident evidence, etc., in addition to serving as an important place for education and training of relevant operators, encourage qualified venues to open to the public.
4. Strengthen implementation
(11) Raise ideological awareness and draw lessons from it. We should persist in taking accident warning education as an important means of accident prevention, carry out accident warning education in the place where the accident occurred and in the field of industry, and take accident cases in other areas and industries as an important part of warning education. At the same time, we should pay attention to the warning education of accident cases involving corruption, and help to build a loyal and clean cadre team.
(Twelve) improve the system and strengthen coordination. We should strengthen the system construction, improve the working mechanism of accident warning according to local conditions, and encourage innovative forms of warning education. We should strengthen the coordination of departments, incorporate warning education into the responsibility system of implementing the whole chain investigation and rectification of safety production in key industries, and ensure the effectiveness of warning education.
(13) Compacting the responsibility of the main body and promoting full coverage. We should pay attention to promoting production and business units to carry out accident warning education, urge them to make full use of typical accident cases, and carry out safety education and training for principal responsible persons, responsible persons in charge, heads of functional depa rtments, safety management personnel, special operators and new employees. Comprehensively improve the staff's safety awareness, emergency response ability and timely and accurate reporting of accident information awareness and ability.
