CCCC Investment Consortium Wins Bidding for Jinan-Linqing Expressway Project

This project is the "middle jigsaw puzzle" of the whole line of Jinan-Linqing Expressway. CCCC Investment led the mixed consortium of seven central and local enterprises to win the first place, and undertook the full cycle responsibility of franchising with a total investment scale of 3.3425 billion yuan. The consortium integrated the three lines of investment, construction and operation of CCCC and three local state-owned enterprises in Dezhou, forming a rare combination of deep embedding of central and local governments. Only two consortia of competitors entered the top three, and the competition pattern showed a dominant trend.

(Seven-enterprise consortium): the estimated investment is 334.25 million yuan (about 3.3425 billion yuan). The

project is located in Qihe County, Dezhou City, Shandong Province, starting from the west bridge head of the North Yellow River Bridge in Laocai Village, Jiaomiao Town, Qihe County (connecting with Jinan Section of Jinan-Linqing Expressway), and connecting with Jiliao Expressway in the north of Pandian Town to the west. It ends at the Qihe-Linqing section of Jilin Expressway under construction, with a total length of 22.375 kilometers and a standard construction of two-way six-lane expressway, with an estimated investment of 3.3425 billion yuan (about 149 million yuan/km). The project adopts the franchise mode, and the successful investor must set up a project company to be responsible for the whole cycle of investment and financing, construction, operation, maintenance and transfer, which is the key connecting section of the westward radiation line of Jinan metropolitan area.
