On February 2, the Central Committee of the Communist Party of China and the State Council formally approved the Spatial Coordination Plan for the Modern Capital Metropolitan Area (2023-2035).
This is another landmark top-level design document since the implementation of the Beijing-Tianjin-Hebei coordinated development strategy, marking a new journey for the construction of the capital metropolitan area from strategic conception to systematic implementation, and accelerating related construction.

We have received your request for approval of the Spatial Coordination Plan for the Modern Capital Metropolitan Area (2023-2035) (hereinafter referred to as the "Plan"). Since the Eighteenth National Congress of the
CPC, under the centralized and unified leadership of the CPC Central Committee with Comrade Xi Jinping as its core, all parties have worked together to achieve remarkable and fruitful results in the coordinated development of Beijing, Tianjin and Hebei. The formulation and implementation of the Plan is an important measure to further promote the coordinated development strategy of Beijing, Tianjin and Hebei at a new starting point, which is of great significance to further optimize and enhance the functions of the capital, create a growth pole of regional high-quality development, and promote Chinese-style modernization. The reply is as follows:
1. The Plan is approved. The Plan is the deepening implementation of the National Territorial Spatial Planning Outline, the Beijing-Tianjin-Hebei Coordinated Development Planning Outline and the Beijing-Tianjin-Hebei Territorial Spatial Planning. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Plan comprehensively implements the spirit of the important speeches and instructions of the General Secretary of Xi Jinping on the coordinated development of Beijing, Tianjin and Hebei and the planning and construction of the capital, implements the spirit of the Central Urban Work Conference, adheres to the linkage between the central and local governments and the coordination of the three places, adheres to the deepening of reform and systematic layout, and adheres to the integration of multiple regulations. Explore the construction of regional economic layout and territorial space system with obvious main functions, complementary advantages and high-quality development. The formulation and implementation of the Plan plays an exemplary role in the spatial coordination of other metropolitan areas in the country.
Second, better service guarantees the functions of the capital. The Capital Metropolitan Area is an important area for optimizing, upgrading and serving the functions of the capital, the main engine for the construction of world-class urban agglomerations, an important area for the inheritance and development of Chinese civilization, a leading area for regional coordinated governance, and a pioneer area for the construction of beautiful China. We should focus on improving the regional layout of the capital's functions, firmly grasp the "bullnose" of Beijing's non-capital functions, deeply grasp the relationship between the "capital" and the "city", the capital and the capital metropolitan area, the capital metropolitan area and the Beijing-Tianjin-Hebei urban agglomeration, coordinate the relief and promotion, vitality and order, development and security, and enhance the overall competitiveness of the region. Build a world-class metropolitan area with the capital as the core, the first good area to demonstrate Chinese-style modernization, and support the construction of Beijing-Tianjin-Hebei world-class urban agglomeration.
3. Focus on optimizing the urban system of Beijing, Tianjin and Hebei. Construct the spatial pattern of the capital metropolitan area of "one core, two wings, two cities, multiple points, two corridors and multiple circles". We should give full play to the radiation-driven role of Beijing's "one core", strengthen the functional construction of the "four centers", upgrade the level of the "four services" and create a first-class central government environment. We will build Xiongan New Area in Hebei Province with high standards and high quality, build Beijing's urban sub-center into a new growth pole for the development of the capital, and promote the "two wings" to fly side by side. To compose the "Tale of Two Cities" of Beijing and Tianjin with high quality, Tianjin will strengthen the construction of the northern international shipping core area and jointly build a regional development highland. Give full play to the supporting role of Hebei node cities, and form a functional pattern of mutual promotion and linkage development of advantages.
Fourth, promote the realization of functional synergy in key areas. Construct the industrial collaborative innovation pattern of "two corridors and four belts", develop new quality productivity according to local conditions, promote the deep integration of innovation chain and industrial chain, and develop advanced manufacturing clusters. We will accelerate the construction of "eight corridors and two rings" transportation corridors, strengthen the linkage of seaports, land ports and airports, and build an international comprehensive transportation hub cluster in Beijing, Tianjin and Hebei facing the world in an all-round way. Adhere to the security of the capital as the core, coordinate the construction of a resilient spatial pattern, strive to enhance the ability to deal with natural disasters such as floods and cross-regional lifeline corridors, and improve the coordination and linkage mechanism of disaster prevention and relief among the central, military and local governments. We should adhere to the overall planning of land and sea, strengthen the integrated protection and systematic management of mountains, rivers, forests, fields, lakes, grass and sand, and deepen the implementation of the land and space development and protection pattern based on the "three districts and three lines". Rationally optimize the allocation of high-quality public service resources in the region, and promote the balanced distribution of basic public service facilities such as education, medical care, old-age care and nursery. Protect, inherit and utilize cultural and natural heritage, highlight the value of regional characteristic culture and natural resources, and promote the integration and development of business, tourism and culture.
Fifth, construct and optimize the circle structure of the capital metropolitan area. Beijing-Tianjin and Beijing-Xiong corridors will be built, and Beijing Plain New Town, Beijing Ecological Conservation Zone, Commuter Circle, Functional Circle and Industrial Synergy Circle will be laid out step by step. Commuter circle should focus on the coordination of work and residence, and improve the system and mechanism of urban development. Strictly adhere to the upper limit of the total permanent population of Beijing, promote the functional relief and upgrading of the central urban area of Beijing, give full play to the demonstration of Beijing's urban sub-center to promote the relief of non-capital functions and the coordinated development of the region, speed up the Beijing Plain New Town to undertake the appropriate functions of the central urban area and relieve the population, and enhance the ecological security function of the capital of Beijing's ecological conservation area. We will strengthen the construction of a commuter traffic system with rail transit as the framework and road traffic as the support. Tongzhou District of Beijing and the three northern counties of Langfang City of Hebei Province, the Beijing Daxing International Airport Airport Economic Zone, Tongwulang, Fangzhuolang and other cross-border areas should play a leading role in demonstration to achieve integrated and high-quality development. The functional circle should focus on relieving and upgrading, and enhance the core competitiveness of the capital metropolitan area. Promote the integration of Beijing's central urban area and the city's sub-center, the coordinated development of Tianjin's "Jincheng" and "Bincheng", the joint development of Hebei's Xiongan New Area and Baoding's central urban area, and foster the innovation triangle of Beijing-Tianjin-Xiong area. The Beijing-Tianjin Corridor will be built into a comprehensive innovation corridor with intensive intellectual resources, high-level opening to the outside world, and domestic and international double circulation. The Jingxiong Corridor will be built into a high-quality development corridor of functional relief and acceptance, scientific and technological innovation, and institutional innovation. The industrial synergy circle should further implement the strategy of main functional areas, strengthen division of labor and cooperation, promote the two-way flow of urban and rural elements, and build a multi-level coordinated opening pattern for the whole country and even the whole world.
6. Innovating the organization and implementation of the Plan. The Party committees and governments of Beijing, Tianjin and Hebei should conscientiously fulfill their main responsibilities, and Beijing should play a leading role in organizing and implementing the Plan in the spirit of nails. Work programs and annual plans should be formulated as a whole and incorporated into the coordinated development system of Beijing, Tianjin and Hebei to promote further implementation. We will resolutely safeguard the seriousness and authority of the plan and do a good job in planning and implementing physical examination and evaluation. The Ministry of Natural Resources, the National Development and Reform Commission and other relevant departments should, in accordance with the division of responsibilities, strengthen guidance and support, work closely together to jointly promote the implementation of the objectives and tasks of the Plan. Major issues related to the implementation of the capital's planning are included in the work system of the Capital Planning and Construction Commission. In case of major matters in the implementation of
the Plan, the Party Central Committee and the State Council shall be consulted and reported in a timely manner in accordance with the procedures.
