Recently, the Jiangsu Development and Reform Commission of the Jiangsu Provincial Department of Industry and Information Technology issued the Notice on Further Strengthening the Management of Energy Conservation and Carbon Reduction in Key Energy-using Units.
It is required to conscientiously implement the "Three-year Action Plan for Energy Conservation and Carbon Reduction in Key Industries in Jiangsu Province (2026-2028)" (No.796 of the Soviet Development and Reform Fund [2026]), and to sort out the energy efficiency of enterprises in eight high energy-consuming industries, such as steel, cement and flat glass, one by one. To urge enterprises to fulfill the main responsibility of energy conservation and carbon reduction, and actively implement energy conservation and carbon reduction upgrading and transformation. on Further Strengthening the Management of Energy Conservation and Carbon Reduction in Key Energy-using Units The bureaus of industry and information technology of all districts and municipalities, the National Development and Reform Commission, and all relevant units:
In accordance with laws and regulations such as the Ecological Environment Code, the Energy Conservation Law and the Measures for Energy Conservation Management of Key Energy-using Units, as well as policy documents such as the Central Committee's Opinions on Energy Conservation and Carbon Reduction at a Higher Level and with Higher Quality, the relevant matters concerning strengthening the management of key energy-using units in accordance with the law and regulations are hereby notified as follows.
1. Effectively enhance the sense of responsibility and urgency
in the management of key energy-using units. The "15th Five-Year Plan" period is the key period to achieve the carbon peak. The energy consumption and carbon emissions of key energy-using units are large in scale and have great impact. All localities, departments and relevant units should improve their political standing, deepen their ideological understanding, earnestly enhance their sense of urgency and responsibility for energy conservation and carbon reduction in key energy-using units, take the initiative and implement them vigorously, so as to lay a solid foundation for achieving the goal of "double carbon". In accordance with the requirements of relevant laws, regulations and documents, all energy-using units with annual comprehensive energy consumption of 5000 tons of standard coal and above should be included in the list of key energy-using units. Newly built and commissioned energy-using units that meet the requirements shall be included in the list in a timely manner, and energy-using units that have been eliminated, withdrawn, merged and reorganized shall be removed from the list in the next year.
2. Strictly implement energy conservation and carbon reduction management measures
(1) Establish and improve the energy and carbon emission management system. In accordance with relevant standards such as Energy Management System Requirements and Greenhouse Gas Management System Requirements, key energy-using units establish and improve energy and carbon emission management systems, formulate and implement annual energy conservation and carbon reduction plans, and conduct energy audits every five years. Key energy-using units should set up leading groups for energy conservation and carbon reduction, set up energy and carbon emission management departments and posts, appoint persons in charge of energy and carbon emission management, and organize energy and carbon emission management personnel to participate in business training organized by competent departments.
(2) Timely submission of reports on energy utilization and carbon emissions. The key energy-using units shall improve the energy-saving management files of the key energy-using units through the integrated business platform for energy-saving supervision (login website: https://szgx.gxt.jiangsu.gov.cn:6030/enterprise-web/#/login). Carefully sort out and fill in the basic information of key energy-using units, product information, production unit information, energy variety allocation, energy-consuming equipment account and other basic information, and submit the energy utilization status report annually. The key energy-using units that meet the requirements will explore the reporting of carbon emissions.
(Three) fully implement energy conservation standards and relevant laws and regulations. Key energy-using units should strictly implement mandatory standards such as energy consumption quotas for unit products and energy efficiency limits for key energy-using products and equipment. For projects whose energy efficiency is lower than benchmark level, energy-using products or equipment that are explicitly eliminated by the state or do not meet the mandatory energy efficiency standards, local authorities should promptly urge the elimination of zero.
3. Continuously strengthen supervision services
(1) Carry out evaluation and assessment. According to the situation of energy conservation and carbon reduction, all localities implement the energy-saving target responsibility system and energy-saving assessment system for key energy-using units, decompose the total energy consumption control and energy-saving target into key energy-using units, and assess the completion.
(2) Review the report on the status of energy utilization. All localities shall review the energy utilization status reports submitted by key energy-using units. In principle, each county (city, district) shall complete the review within 2 months after the expiration of the submission period of key energy-using units and feed back the review opinions to the submitting units. Each city with districts shall review the reports at a rate of no less than 30 and no less than 10%; The provincial energy conservation supervision center supervises and inspects the report on energy utilization and the examination of cities and counties. For the problems such as incomplete reported data and low data quality found in the audit process, the key energy-using units shall be promptly urged to report again after modification and improvement; for the problems such as low energy utilization efficiency and energy consumption indicators that do not meet the relevant requirements, the rectification shall be implemented according to the regulations.
(3) Strengthen supervision and inspection of energy conservation. Carry out energy conservation supervision in accordance with the law and regulations, focus on checking the implementation of mandatory standards such as energy consumption quota per unit product, energy efficiency limit value of key energy-using equipment and energy conservation review opinions, deal with energy use violations of energy conservation laws and regulations in accordance with the law and regulations, and urge key energy-using units to rectify in time. To carry out special supervision on the implementation of energy-saving laws, regulations, policies and standards for key energy-using units that fail to submit energy utilization reports on time through the integrated business platform for energy-saving supervision, or whose information quality is obviously low.
(4) Organizing diagnostic services for energy conservation and carbon reduction. To organize energy-saving and carbon-reducing service institutions to carry out in-depth diagnosis on the production process, energy-using structure and energy management system construction of key energy-using units, and to formulate energy-saving and carbon-reducing transformation plans. Key energy-using units are encouraged to introduce specialized services for energy conservation and carbon reduction through energy contract management and energy cost trusteeship, adopt scientific energy management operation mode and advanced energy-saving technology, and improve energy management level and reduce energy consumption without additional expenditure on energy-saving renovation.
(5) Promoting energy-saving and carbon-reducing transformation. We will conscientiously implement the requirements of the "Three-year Action Plan for Energy Conservation and Carbon Reduction in Key Industries in Jiangsu Province (2026-2028)" (No.796 of the Soviet Development and Reform Fund), and sort out the energy efficiency of enterprises in eight high energy-consuming industries, such as steel, cement and flat glass, one by one. To urge enterprises to fulfill the main responsibility of energy conservation and carbon reduction, and actively implement the upgrading and transformation of energy conservation and carbon reduction. We should strengthen guidance and support, continuously improve policies and measures, and fully mobilize the enthusiasm and initiative of enterprises in energy saving and carbon reduction transformation.
(6) Relevant departments should work together. Industry and telecommunications departments should take the lead in the comprehensive coordination of energy conservation in the whole society and implement energy intensity management. Development and reform departments should strengthen the overall planning of energy conservation and carbon reduction, coordinate and control the total energy consumption, and urge and guide key energy-using units to continuously improve carbon emission management. Departments such as ecology, housing, transportation, data, organ affairs management and statistics should perform their duties and cooperate closely to promote energy conservation and carbon reduction in this field.
