3. Safeguard measures

(1) Strengthen financial support. Relevant provincial departments strive for greater support from the central budget and ultra-long-term special treasury bonds, giving priority to energy-saving and carbon-reducing renovation projects with energy efficiency reaching the benchmark level after renovation. At the provincial level, we should make good use of special funds for technological transformation and green low-carbon development, and encourage local governments to use existing funding channels to support the implementation of energy-saving and carbon-reducing transformation projects in key industries. We will implement preferential tax policies for special energy-saving equipment, technological transformation and comprehensive utilization of resources. (Provincial Development and Reform Commission, Provincial Industry and Information Technology Department, Provincial Finance Department, Provincial Energy Bureau, Provincial Tax Bureau and other departments shall implement the division of responsibilities)

(2) Improve price guidance and regulation. Taking into account the implementation of capacity and output control policies, the level of energy consumption and carbon emissions, the level of environmental performance and other factors, a unified differentiated electricity price policy is implemented. At the end of each year, provincial energy-saving authorities issue to power grid enterprises a list of project enterprises whose energy efficiency in key industries such as iron and steel, cement, flat glass, oil refining and ethylene has not reached the mandatory energy consumption limit standard or benchmark level, which will be implemented on January 1 of the next year. On the basis of the market transaction price, the relevant enterprises will be charged 0. The project enterprises whose subsequent energy efficiency indicators reach the limit value and benchmark level of the quota standard will stop charging the differential price in the second month after the approval. (Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Ecology and Environment, Provincial Energy Bureau, Guangdong Power Grid Company and Shenzhen Power Supply Bureau shall implement the division of responsibilities)

(3) Strengthen the management of carbon emission replacement. After the implementation of energy-saving and carbon-reducing transformation, the annual carbon emissions of industrial enterprises in stock will be reduced by 2025, which will be approved by the Provincial Development and Reform Commission in conjunction with relevant departments as the replacement source of carbon emissions for new (renovated and expanded) "two high" industrial projects in the region. (Provincial Development and Reform Commission, Provincial Department of Industry and Information Technology, Provincial Department of Ecology and Environment, Provincial Energy Bureau and other departments shall implement the division of responsibilities)

(4) Play the role of carbon emissions trading market. Cooperate with the expansion of the national carbon market to ensure that the power, steel, cement and other industries complete the annual performance task of the national carbon market. We will expand the coverage of Guangdong's carbon market in an orderly manner, strengthen the control of the total amount of quotas, gradually tighten the proportion of free quotas and the annual decline coefficient, and promote enterprises to accelerate low-carbon transformation. We will improve carbon financial service mechanisms such as carbon quota pledge and carbon repurchase to help enterprises alleviate the short-term financial pressure of energy-saving and carbon-reducing transformation. Improve the carbon footprint management system, speed up the development of carbon footprint factors in key industries, and provide basic support for enterprises to calculate the carbon footprint of products and carry out low-carbon transformation. (Provincial Development and Reform Commission, Provincial Department of Ecology and Environment, Provincial Market Supervision Bureau and Guangdong Branch of the People's Bank of China are implemented according to their respective responsibilities)

(5) Promoting the withdrawal of backward production capacity. We will issue an annual work plan to promote the withdrawal of backward production capacity, refine the requirements and tasks of relevant provincial and municipal departments in eliminating backward production capacity in terms of energy consumption, environmental protection, quality, safety and technology, and promote the withdrawal of backward production capacity in accordance with the law and regulations. We will strictly implement the policy of capacity replacement in steel, cement, flat glass and other industries, and guide energy-intensive industries to reduce energy consumption per unit product through capacity integration and reducing the capacity of energy-intensive and low-output enterprises. By 2030, the Pearl River Delta region will integrate and withdraw the production lines of sintered bricks and sintered hollow blocks with a capacity of less than 60 million standard bricks per year, and the open delayed coking process will basically complete the closed transformation. (The Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology, the Provincial Department of Ecology and Environment, the Provincial Market Supervision Bureau, the Provincial Emergency Management Department, the Provincial Market Supervision Bureau and the Provincial Energy Bureau shall be implemented according to their respective responsibilities)

(6) Strict standard guidance and restraint. Deepening the energy efficiency benchmarking work in key industries, giving full play to the traction and inversion role of energy saving and carbon reduction standards, projects whose energy efficiency does not meet the mandatory energy consumption limit standard limit value and benchmark level should be completed by the end of 2028, striving to reach the benchmark level, and projects that fail to complete the transformation on time or fail to meet the requirements after transformation should be eliminated and shut down according to regulations; Projects whose energy efficiency is better than benchmark level should be promoted according to the requirements. In view of the lagging updating of new products and new process standards in traditional industries and the imperfection of standards in emerging industries, we should speed up the compilation and publication of standards and specifications around high energy-consuming industries such as chemical industry, photovoltaic equipment manufacturing, data center and other industries. (Provincial Department of Industry and Information Technology, Provincial Energy Bureau and Provincial Market Supervision Bureau shall implement the division of responsibilities)

(7) Strengthen the cultivation and promotion of energy-saving and carbon-reducing technology and equipment. Focus on key industries, key enterprises and key energy-using equipment, and rely on platforms such as the Hong Kong International Environmental Protection Expo and the Macao International Environmental Protection Cooperation and Development Forum to strengthen the promotion and docking of energy-saving and carbon-reducing technological transformation. Strengthen the professional capacity building of financial institutions in the transformation of finance, guide the innovation of financial products and service modes in the transformation, and increase financial support for enterprises and projects in the transformation. (Provincial Party Committee Finance Office, Provincial Energy Bureau and Guangdong Branch of the People's Bank of China are implemented according to the division of responsibilities)

(10) Implementing contract energy management. We should guide social funds to invest in energy conservation, promote the contract energy management model in industry, service industry and other fields, explore the policy of linking energy conservation with carbon quotas and green power consumption, and support qualified contract energy management projects with provincial-level special funds for green and low-carbon development, so as to enhance the market incentive effect and expand the scale of energy-saving service industry. According to the opportunity of shutdown and maintenance, we should rationally arrange the time sequence of transformation, make full use of market-oriented modes such as contract energy management, eliminate backward equipment according to regulations, and accelerate the implementation of transformation and upgrading. State-owned enterprises should actively cooperate with local governments to implement the objectives and tasks of energy-saving and carbon-reducing transformation, and strive to complete them ahead of schedule.

(3) Detailed objectives and tasks. Provincial energy-saving authorities, together with relevant departments, will implement the transformation objectives and tasks to specific enterprises, form a list of energy-saving and carbon-reducing transformation plans, and ensure that local steel, cement, flat glass, oil refining, ethylene, coal and electricity enterprises should be reformed as much as possible. Municipalities should formulate overall plans for energy-saving and carbon-reducing transformation of key industries in the region, and report to provincial energy-saving authorities and relevant departments on the completion of energy-saving and carbon-reducing transformation objectives of key industries and enterprises in the region by the end of December each year. Provincial energy conservation authorities, in conjunction with relevant departments, evaluate the completion of energy conservation and carbon reduction transformation objectives of enterprises in key industries before the end of March each year and make them public to the public.
