Recently, the Office of the Department of Ecology and Environment of Henan Province issued a circular on the implementation plan of environmental protection performance creation A in key industries of Henan Province (hereinafter referred to as the "plan"), saying that in order to continuously improve the environmental air quality of the whole province, comprehensively enhance the environmental governance capacity and level of key industries, and coordinate to promote the green transformation of key industries. Combining with the actual situation of industrial structure and air pollution prevention and control in Henan Province, our office has formulated the Implementation Plan of Environmental Protection Performance Creation in Key Industries of Henan Province.
The plan puts forward the overall requirements, focusing on 10 key industries, such as thermal power, garbage power generation, iron and steel, coking, cement clinker , electrolytic aluminium, alumina, flat glass, coal-based nitrogen fertilizer, automobile manufacturing and so on. We should adhere to classified measures, step-by-step promotion, strict evaluation and dynamic management, aim at improving the pollution control level and core competitiveness of enterprises in key industries, take optimizing industrial structure, energy structure and transportation structure as the path, take scientific and technological innovation, policy innovation and mechanism innovation as the support, and make comprehensive use of markets, laws and policies. Take performance creation A as the guide to achieve win-win situation of pollution reduction and high-quality development of the industry.
The plan puts forward the working objectives, and in three years, 10 key industries, such as thermal power, garbage power generation, iron and steel, coking, cement clinker, electrolytic aluminium, alumina, flat glass, coal-based nitrogen fertilizer and automobile manufacturing, will be promoted to achieve environmental protection performance in an all-round way, and new gas-related projects will be constructed and implemented in accordance with A-level standards. The level of environmental performance in other industries has been steadily improved. For the cement clinker industry, the
scheme mentions that the optimal technical route of Chuang A is as follows:
Particulate matter: high-efficiency bag dust removal in the whole process, pulse ash removal facilities, and high-efficiency membrane filter material.
Sulfur dioxide: mainly self-desulfurization in alkaline atmosphere, and dry composite desulfurization under high sulfur condition.
Nitrogen oxides: low nitrogen combustion + staged combustion + SNCR + SCR combination process, to achieve ultra-low emissions, low ammonia escape.
