Recently, the Provincial Department of Ecology and Environment announced the Action Plan for the Classification of Atmospheric Environmental Performance in Key Industries in Shanxi Province (hereinafter referred to as the "Plan"). As of 2029, the cumulative proportion of A-level, B-level and leading enterprises in the province will not be less than 50%, and the proportion of A-level and leading enterprises will not be less than 20%. the Plan comprehensively uses market, price and financial means to implement differentiated incentive and regulatory policies based on performance classification, so as to stimulate the endogenous power of enterprises to improve their performance level. Iron and steel, coking, cement clinker , foundry pig iron, aluminum industry, ferroalloy, coal-based nitrogen fertilizer and other industries will be promoted to create A in an all-round way. On the basis of completing the transformation tasks of A-level indicators, the proportion of A-level enterprises in each industry will not be less than 60%, and A number of A-level + enterprises will be selected from A-level enterprises. After the state or our province issued a new industry performance classification guide, the scope of the industry will be adjusted dynamically. In terms of

policy support, the Plan lists eight hard measures, including environmental protection tax, project landing, financial support, electricity price, output regulation, green credit, supervision and differential control. Implement the reduction and exemption of environmental protection tax. Enterprises with advanced performance level whose air pollutant emission concentration value is lower than national and local pollutant emission standards shall enjoy the reduction and exemption of environmental protection tax according to law. Support the landing of A-level performance projects. New, renovated and expanded projects in key industries that conform to laws and regulations shall give priority to projects whose performance can reach A-level; The special fund for air pollution prevention and control supports the project of "creating A and upgrading B" of environmental protection performance in key industries, and the surplus emission rights formed by enterprises through upgrading and transformation can be used for market transactions and government reserves; the differentiated electricity price policy based on environmental protection performance is implemented, and enterprises with environmental protection performance level A and above do not increase prices, while enterprises with other performance levels implement cascade price increases.

At the same time, the Plan clearly States that the pilot project will carry out the differential electricity price policy of performance grading in key industries such as iron and steel, coking, cement clinker and foundry pig iron; implement differential output control, carry out output control based on performance grading, and tilt the output index to the advanced enterprises of performance grading; Carry out green credit and encourage financial institutions to take enterprise performance rating as an important reference factor for credit management; give priority to enterprises with environmental performance rating of A and above to be included in the positive list of law enforcement, and implement "no disturbance"; implement differentiated management and control, and implement independent emission reduction for enterprises with environmental performance rating of A and above during the warning period of heavily polluted weather.
