Huzhou first try! China's first municipal "Waste Free Cement Industry Construction Guide" was officially issued

In order to thoroughly implement the spirit of the National Work Programme for the Construction of "Waste-free Cities" in the "14th Five-Year Plan" period and the newly issued Action Plan for the Comprehensive Treatment of Solid Waste, and to implement the general requirement of synergistic effect of pollution reduction and carbon reduction, Huzhou Municipal Bureau of Ecology and Environment adheres to the problem-oriented and systematic management, and takes the lead in the whole province and even in the whole country. Recently, the Guidelines for the Construction of Waste-free Cement Industry (hereinafter referred to as the Guidelines) were officially issued. This marks that Huzhou has taken a key step in promoting the green and low-carbon transformation of high energy-consuming industries and deepening the construction of "waste-free city", which will provide a replicable and popularizable "Huzhou experience" for the standardized management and comprehensive treatment of solid waste in the national cement industry. As a typical high energy consumption and high emission industry, the

cement industry is also an important force in the co-disposal of solid waste. Huzhou has a relatively developed cement industry base. How to realize the source reduction, process control and end utilization of solid waste while ensuring production is a necessary question before us. The publication of the Guide is a powerful measure for Huzhou's ecological environment department to base itself on the situation of the city and manage it accurately. It is not only the concrete implementation of the requirement of "improving the level of comprehensive utilization of industrial solid waste" in the National Action Plan for Comprehensive Treatment of Solid Waste, but also the transformation of Huzhou's deepening the construction of "waste-free city" from "surface" to "point".

02 Adhere to the whole chain management and control, and define the new path

of "no waste". The Guide closely adheres to the principle of "reduction, resource utilization and harmlessness", and draws a clear "no waste" road map for cement enterprises:

● Strictly control the source and reduce the intensity of waste production. The Guidelines set higher standards for the substitution of raw materials and fuels and the optimization of production processes in enterprises, and encourage enterprises to use alternative fuels to reduce the consumption of primary resources and the generation of solid waste. At the same time, for the dust-producing points such as raw material crushing, grinding and packaging, it is clearly required to adopt high-efficiency dust removal facilities to reduce dust emissions from the source.

● Strict process management to ensure standardized operation. In view of the general solid wastes such as kiln ash and dust collected in the process of cement production, as well as the risks that may arise in the process of co-disposal, the Guidelines refine the requirements for storage, utilization and management of accounts. Special emphasis is placed on the standardized disposal of dust after collection, and the random reuse of dust with unknown or excessive components is strictly prohibited to ensure environmental safety.

● End utilization to enhance the value of resources. To give full play to the advantages of high temperature and alkaline environment of cement kilns, the Guide strongly advocates that cement enterprises should co-dispose of domestic waste, sludge and general industrial solid waste, and use solid waste as alternative raw materials or fuels, so as to realize "turning waste into treasure" and build a closed-loop mode of "industrial cycle + ecological cycle".

In order to ensure the effectiveness of the Guidelines, Huzhou Ecological Environment Bureau will synchronously promote the construction of digital supervision capacity. Relying on the digital system of solid waste treatment in Zhejiang Province, we will promote the real-time networking of data in key links of cement enterprises, and realize the online supervision of the whole life cycle of solid waste generation, storage, transfer, utilization and disposal. Through digital means, we can improve the efficiency of supervision, effectively provention and control environmental risks, and resolutely curb illegal dumping and illegal disposal.

04 The implementation of the "Guidelines" for building a "waste-free factory" benchmark

will strongly promote the transformation and upgrading of Huzhou cement enterprises to "waste-free factories". At present, benchmarking enterprises such as Deqing South and Huaikan South have achieved remarkable results in green intelligent transformation and solid waste co-disposal. In the next step, we will take the Guide as the blueprint to guide more enterprises to carry out benchmarking, cultivate a number of high-level "waste-free cement plants", play a leading role in demonstration, and drive the whole industry to improve the level of solid waste management.

Issuing the Guidelines for the Construction of Waste-free Cement Industry is a "hard-core" measure taken by Huzhou Ecological Environment Bureau to implement the Action Plan for Comprehensive Solid Waste Control at the beginning of 2026. We firmly believe that through the guidance of the Guide and the practice of enterprises, Huzhou cement industry will surely find a new way of high-quality development with ecological priority, green and low carbon, and provide a more vivid "Huzhou model" for the construction of beautiful China.
