Chen Guoqing presided over the eighth meeting of the Sixth Council of the Federation held at the same time, and Shang Yanqing presided over the seventh member Congress and the first meeting of the Seventh Council.

Zhang Guangpei, on behalf of the Board of Supervisors, made a report on the work of the Board of Supervisors, reviewing and summarizing the work of the Sixth Board of Supervisors in performing its duties in accordance with regulations and strengthening supervision.
