Ningxia Cement Enterprise Collapse Accident Caused 1 Death and 1 Injury!

Recently, the Emergency Management Bureau of Qingtongxia City, Ningxia, issued a public announcement of administrative penalties. At 15:58 on July 20,

2025, a general collapse accident occurred in the 1 # thickener of the raw material unit of the cement system of Ningxia Jinyuyuan Resources Recycling Co., Ltd., resulting in one death and one injury, with a direct economic loss of about 2.38 million yuan. The direct cause of the accident was that the enterprise did not fully identify the collapse risk of cleaning up the calcium carbide mud, and the mud structure was unbalanced and collapsed to bury the personnel during the operation. After investigation, it was found that the accident was a general collapse accident of production safety responsibility.

Ningxia Jinyuyuan Resources Recycling Co., Ltd. failed to fulfill the responsibility of the main body of safety production, and arranged personnel without qualification for working at heights to carry out working at heights; the risk classification control was not in place, and the collapse risk of the concentration tank of the raw material device was not identified after serious sludge accumulation; Educating and supervising the employees to implement the safety production rules and regulations of the unit is not in place, and the examination and approval process of the work ticket is not strictly implemented; supervising and educating the employees to wear and use the labor protection articles according to the use rules.

The above facts violate the provisions of Article 30, Article 41, Paragraph 1, Article 44, Paragraph 1 and Article 45 of the Safety Production Law of the People's Republic of China, and are based on the provisions of Article 114, Paragraph 1, Item 1 of the Safety Production Law of the People's Republic of China. With reference to No.95 of the Benchmark of Administrative Penalty Discretion for Emergency Management and Item 2 of Article 14 of the Provisions on Fines and Penalties for Production Safety Accidents, the unit shall be given an administrative penalty of RMB 600000 (six hundred thousand yuan).
