is a project listed in the Memorandum of Understanding on Jointly Promoting the Third Round of Key Projects of Sino-Cambodian Capacity and Investment Cooperation issued by the Chinese and Cambodian governments at the Belt and Road Summit in 2023, and is also the first non-electric investment project that China can build in Southeast Asia. The project adopts the international advanced new dry process cement production technology, which has the significant advantages of green environmental protection and low carbon. It is estimated that the annual output of clinker will reach 1.55 million tons and the annual output of cement will reach 1.8 million tons.
