On June 9, the Ministry of Ecology and Environment issued a notice on the public solicitation of opinions on the revision of the national ecological environment standard "Emission Standard of Air Pollutants for Cement Industry" (GB 4915-2013) (draft for comments), which made a lot of amendments to the original emission standard. I Add "Rules for Marking of Automatic Monitoring Equipment for Pollutant Discharge" (Announcement No.21, 2022 of the Ministry of Ecology and Environment)
in "2 Normative Reference Documents". Add "closed/close" in Article 3.15, which reads: pollutants are not in contact with ambient air. Or the state or operation mode of quarantine of pollutants with ambient air through sealing materials and sealing equipment.
3. Add Article 3.16 "Closed space", the content of which is: the state or mode of operation in which materials and workplaces are separated from the surrounding space by using a complete enclosure structure. For the area or building that can be closed under the premise of
ensuring safety, the doors, windows and other openings (holes) of the closed area or building shall be kept closed at any time, except for the entry and exit of personnel, vehicles, equipment and materials, as well as the exhaust funnels and vents set up in accordance with laws, regulations or standards.
4. Revise the emission limits of particulate matter, sulfur dioxide and nitrogen oxides in "drying equipment with independent heat source" in Table 1 and Table 2 "dryer, drying mill, coal mill and cooler" to 10 mg/m3, 50 mg/m3 and 70 mg/m3 respectively; Add the ammonia emission limit of 8 mg/m3
. V. Revise the explanation of the symbol "φ (O2) base" in Article 4.1.4, the content is: φ (O2) base — — the percentage of reference oxygen content, the exhaust gas of cement kiln and kiln tail waste heat utilization system is 10, and the exhaust gas of drying equipment with independent heat source is 18.
6. Amend Article 4.2.1 to read: The unorganized emission control of cement industry enterprises shall meet the following requirements:
4.2.1.1 Mining
a) The drilling rig used for mine perforation shall be equipped with dust removal facilities. Dust suppression measures shall be taken for mine blasting, excavation and shoveling.
B) Dust producing points such as crushing, transfer and feed opening shall be provided with gas collecting hoods and equipped with dust removal facilities or dust suppression facilities.
C) The ore shall be conveyed by closed belt conveyor, belt corridor, etc. Dust suppression measures such as closed carriage or full cover shall be taken for outward transportation vehicles.
d) The surface of the main road for mine transportation shall be smooth and dense, and the unloading area shall be hardened. 4.2.1.2
Material storage
a) Cement, coal powder, raw meal, slag powder, fly ash, desulfurization dry powder, gypsum dry powder and other powdery materials shall be stored in closed silos and storage depots, and bag dedusting facilities shall be equipped on the top of the depots.
B) Raw coal, limestone, clay, sandstone, clinker , slag, gypsum and other granular materials, sticky and wet materials and other materials shall be stored in a closed material yard (storage, storage shed), and the ground of the vehicle driving area and the entrance and exit of the material yard shall be hardened and equipped with automatic doors. 4.2.1.3
Material transportation
a) Bulk raw materials, fuels and products shall be loaded, unloaded, loaded and batched in a sealed or enclosed manner. Raw materials, fuels and products shall be conveyed in a closed or enclosed manner such as pipeline pneumatic conveying, air chute, belt corridor, closed belt conveyor, bucket elevator, screw conveyor, tubular belt conveyor, etc.; dedusting ash shall be transported in a closed manner such as negative pressure, tank truck, etc., or returned to a closed silo or closed belt through a closed pipeline.
B) Powdery materials that need to be transported by truck in the plant shall be transported in a closed manner by tank trucks; other materials shall be transported in a closed tank truck, closed compartment or fully covered manner.
C) Dust producing points such as material (excluding clinker and raw coal) reshipment, transfer and feed opening shall be provided with gas collecting hood and equipped with dust removal equipment or dust suppression facilities. 4.2.1.4
Production process
a) The feed inlet of the crusher shall be provided with a gas collecting hood and equipped with dust removal facilities or closed, and the discharge outlet shall be provided with a closed device and equipped with dust removal facilities. The kiln system maintains a slight negative pressure. The joints of the pre-grinding feeding device, the drying machine and the gas collecting hood are sealed. The discharge port of the clinker cooler is provided with a gas collecting hood and equipped with dust removal facilities.
B) Material homogenization shall be carried out in a closed material yard (storage, stacking shed).
C) Cement packing workshop shall be closed; bagged cement loading point shall be provided with gas collecting hood and dedusting equipment.
d) Dedusting facilities shall be equipped with air locking devices, and the dedusting ash shall not be directly discharged to the ground. 4.2.1.5
Other requirements
a) Ammonia water or liquid ammonia shall be transported by special tank trucks, equipped with ammonia recovery or absorption and reuse devices, and ammonia leakage detection facilities shall be set in the ammonia tank area.
B) The roads in the plant area shall be hardened, and the road surface shall be cleaned and watered. High-pressure wheel and chassis cleaning devices
shall be installed at the exit of the factory area or the exit of the automobile transportation material yard. VII. Add Article 4.3.4, which reads: When the exhaust gas with different emission control requirements is discharged from the exhaust funnel, the exhaust gas shall be monitored before mixing, and the corresponding emission control requirements shall be implemented; If the optional monitoring location is only capable of monitoring the mixed exhaust, the most stringent of the various emission control requirements shall apply.
VIII. Article 5.6 shall be added as follows: if the applicability of the national pollutant monitoring method standard issued after the implementation of this standard meets the requirements, it shall also be applicable to the determination of the corresponding pollutants in this standard.
9. Article 6.2 shall be amended as follows: For the emission limit of air pollutants from exhaust funnel and the unorganized emission limit of air pollutants, when manual monitoring or automatic monitoring is adopted, if the average concentration value of any 1 hour measured according to the requirements of monitoring specifications exceeds the limit specified in this standard, it shall be judged as exceeding the standard. If the enterprise fails to mark the abnormal automatic monitoring data according to the requirements of the Rules for Marking Automatic Monitoring Equipment for Pollutant Discharge, the data shall be deemed to be valid.
