Recently, the Development and Reform Commission of Guangxi Autonomous Region and the Office of Industry and Information Technology jointly issued the Notice on the Ladder Electricity Price of Electrolytic Aluminum Cement Iron and Steel Enterprises in our Region in 2023. According to the Notice, there are 4038 cement enterprises listed in the scope of supervision in the whole region, and the corresponding comprehensive power consumption of clinker and power consumption of cement preparation section of each enterprise meet the standard requirements of the National Energy Consumption Quota for Cement Unit Products (GB16780-2021). In other words, the energy consumption quota of cement enterprises in the whole region is all up to the standard. In May
2014, the National Development and Reform Commission, the Ministry of Industry and Information Technology and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the Notice on Promoting the Adjustment of Industrial Structure of Cement Industry by Price Means (FGJG [2014] No.880). The Notice clearly States that a more stringent differential electricity price policy should be implemented for the production and electricity consumption of the eliminated cement clinker enterprises. For other cement enterprises, a tiered electricity price policy based on energy consumption standards shall be implemented. In combination with the Energy Consumption Limit of Cement Unit Product (GB16780-2012), the step electricity price policy based on the comprehensive electricity consumption level of comparable clinker (cement) is implemented for other cement clinker and grinding enterprises. In January
2016, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued the Notice on Issues Related to the Implementation of the Stepped Tariff Policy for Electricity Consumption in Cement Enterprises (FGJG [2016] No.75). The Notice clearly States that the ladder tariff policy based on the comprehensive power consumption standard of comparable clinker (cement) shall be implemented for the production of general Portland cement enterprises. The standard of electricity price increase for
cement enterprises is based on the cement enterprises put into operation before and after the implementation of GB16780-2012 Energy Consumption Quota for Cement Unit Products (October 1, 2013). According to the three types of power consumption of cement production line, cement clinker production line and cement grinding station, the comprehensive power consumption of comparable cement, the comprehensive power consumption of comparable clinker and the comprehensive power consumption of comparable cement are respectively implemented without price increase and by grades. In accordance with the provisions of GB16780-2012, the power consumption of existing enterprises will not be increased, and the price will be increased according to the range of excess. The Cement Unit Product Energy Consumption Quota (GB16780-2021) will be implemented on November 1,
2022. The new standard changes the classification of energy consumption quota from existing, new and advanced to energy consumption quota levels 1, 2 and 3, with the lowest energy consumption level 1.
Development and Reform Price [2016] No.75 clearly States that the state will timely adjust the power consumption classification and price increase standards of the ladder tariff policy for cement enterprises according to the situation. In light of the actual situation, all localities can further strengthen the implementation of the ladder tariff and raise the price increase standard on the basis of the above provisions. The implementation of the new version of the energy consumption quota for
cement unit products should be the time to follow up and adjust the electricity consumption classification and price increase standards for cement enterprises to implement the ladder tariff policy. According to the Notice of Guangxi, the standard of electricity ladder price increase for cement enterprises proposed by the Development and Reform Price [2016] 75 is compared with the Energy Consumption Limit for Cement Unit Products (GB16780-2012), and the indicators monitored by the Office of Industry and Information Technology of the Autonomous Region are "Comprehensive Electricity Consumption for Clinker Unit Products" and "Cement Production". The monitoring indicators are not consistent with the national indicators of energy consumption limit per unit product of cement, which is the price increase standard of step electricity price proposed in the document FGJG [2016] No.75. Therefore, it is impossible to specify the price increase standard for 4038 cement enterprises listed in the monitoring scope. If there is a new national policy, it shall be implemented according to the national policy.
Fortunately, according to the price increase standard of document No.75 of the Development and Reform Price [2016], it seems that no price increase can be implemented when the three-level index standard of the energy consumption quota of cement unit products in the new edition is reached, and now the cement enterprises in the whole region all meet the standard requirements of the three-level index of the National Energy Consumption Quota of Cement Unit Products (GB16780-2021). By contrast, there is no case of price increase. If we say that there are cement enterprises in the region that fail to meet the three-level index standards, can we also "temporarily fail to clarify the price increase standards" and implement no price increase?
The Energy Conservation Law clearly States that the State implements a price policy conducive to energy conservation and guides energy-using units and individuals to save energy. The state uses fiscal, taxation and price policies to support the promotion of energy-saving measures such as power demand side management, contract energy management and voluntary energy-saving agreements. The Energy Law, which came into effect on January 1 this year, clearly States that the state strengthens energy demand side management and guides energy users to rationally adjust the way, time and quantity of energy consumption by improving the system of ladder price and time-of-use price, so as to promote energy conservation and improve energy efficiency. According
to FGJG [2014] No.880, in order to promote the technological progress of the cement industry, improve the utilization efficiency of energy resources and improve the environment, it is decided to use price means to speed up the elimination of backward cement production capacity and promote the adjustment of industrial structure, which fully meets the requirements of the state to strengthen energy demand side management. Timely adjustment of the electricity consumption classification and price increase standards for cement enterprises to implement the tiered electricity price policy is necessary for the use of price means, and there should not be the situation that the local government can not specify the price increase standards for the time being and wait for the new national policy.
