On February 13, the Bureau of Industry and Information Technology of Qiannan Prefecture, Guizhou Province, issued a public announcement on the task of rectifying the feedback problem of the ecological environment warning film in the Yangtze River Economic Zone in 2023.
The announcement shows that the common problems of cement enterprises in the whole province fed back by the ecological environment warning film of the Yangtze River Economic Zone in 2023 involve the illegal new production capacity of Longli Hongshi Cement Co., Ltd. in Qiannan Prefecture and the fact that the project of Luodian Senbiao Cement Co., Ltd. has not been actually constructed.
Feedback questions: Common problems of cement enterprises in the whole province fed back by the ecological environment warning film of the Yangtze River Economic Zone in 2023. Article 4 of Question 3 concerning Qiannan Prefecture:
1. In August 2009, Guizhou Provincial Development and Reform Commission approved Qiannan Longli Hongshi Cement Co., Ltd. Phase II with a kiln diameter of 4.8 meters. A clinker production line with a capacity of 4000 tons per day , but a clinker production line with a kiln diameter of 5.6 meters was built and put into operation in December 2013, with an actual capacity of 8000 tons per day.
2. The 3,200 tons/day cement clinker production line project of Guizhou Luodian Senbiao Cement Co., Ltd. in Qiannan Prefecture was approved by the former Guizhou Provincial Economic and Information Commission in February 2013, and the construction had not yet started at the time of investigation in May 2023, but Guizhou Province reported the project as a completed project in July 2014.
Rectification measures:
1. Urge Longli Hongshi Cement Co., Ltd. to organize production in strict accordance with the provisions of the Reply of the Department of Raw Materials Industry of the Ministry of Industry and Information Technology on Issues Related to Cement Capacity Replacement (GYH (2023) No.407) to ensure that "the actual output is not greater than approved capacity". Implement clinker and cement production control requirements, ensure that the actual annual output of clinker and cement in the second production line does not exceed 1.24 million tons and 1.66 million tons, and urge enterprises to report the actual output data regularly every month.
2. Strengthen law enforcement and supervision, regularly carry out law enforcement supervision and energy-saving supervision on clinker cement production of Longli Hongshi Cement Co., Ltd. to ensure that energy consumption quota standards are met.
3. The approval procedures for the 3200 tons/day cement clinker production line project of Luodian Senbiao Cement Co., Ltd. will not be postponed.
Rectification:
1. According to the requirement of "the actual output is not greater than approved production capacity", the clinker output of the second-line production line of Longli Hongshi Cement Co., Ltd. in 2024 is 1.2065 million tons, and the cement output is 1.6599 million tons. The output is controlled within the approved production capacity ; The comprehensive energy consumption of clinker per unit product is 100.89 Kgce/t, and the energy consumption of cement per unit product is 82.32 Kgce/t.
2. Luodian Senbiao Cement Co., Ltd. has not been built and has been cancelled on February 8, 2023, and the main body has ceased to exist. The project of 3200 tons/day cement clinker production line will no longer be constructed.
Now the above two problems have been rectified and passed the acceptance, and the sales number will be implemented according to the procedure.
According to the data from Guizhou Provincial Department of Industry and Information Technology, Longli Hongshi Cement has two 4000t/d cement clinker production lines, of which the first line has a cement kiln size of 4.8 m * 72 m and the second line has a size of 5.6 m * 78 m.
