Recently, the Department of Ecology and Environment of Gansu Province issued a reply on the trans-provincial transfer of hazardous wastes by Linxia Conch Cement Co., Ltd.
According to the Reply to the Inquiry on the Trans-provincial Transfer of Hazardous Wastes of Linxia Conch Cement Co., Ltd. issued by the Department of Ecology and Environment of Anhui Province and the Report on the On-site Verification of the Trans-provincial Transfer of Hazardous Wastes of Linxia Conch Cement Co., Ltd. issued by the Bureau of Ecology and Environment of Linxia Hui Autonomous Prefecture, The reply is as follows:
I. Our department agrees that your company will transfer 180 tons of waste catalyst (HW50,772-007-50) to Anhui Conch Resources Comprehensive Utilization Technology Co., Ltd. for utilization, and the transfer period is valid until December 31, 2025.
2. Your company shall strictly implement the Measures for the Management of Hazardous Waste Transfer. Before each vehicle (or batch) of hazardous waste is transferred, it shall truthfully fill in and operate the electronic transfer form of hazardous waste through the "Gansu Solid Waste Eco-environmental Protection Supervision Platform" in accordance with the approved contents.
3. Your company shall sign a transportation environmental safety responsibility letter with the relevant hazardous waste transportation and receiving units to clarify the responsibilities and obligations. Hazardous wastes shall be transferred in strict accordance with the laws and regulations on the transportation of dangerous goods such as the Regulations on the Administration of Road Transportation of Dangerous Goods and the Measures for the Safety Management of Road Transportation of Dangerous Goods, as well as the implementation plan for inter-provincial transfer, pollution prevention and control measures and accident contingency plan, so as to ensure the environmental safety of the transportation process. In the process of hazardous waste transfer, they should consciously accept the supervision of ecological environment departments at all levels and other relevant departments along the way. In order to fully implement the main responsibility, hazardous waste generation, transportation and operation units should upload the whole process monitoring and information traceability management data of hazardous waste in real time during the transfer process in accordance with the requirements of the Notice on the Tracking Management of Hazardous Waste Transfer Track issued by the State and our province, so as to improve the standardized environmental management level of hazardous waste.
4. When the types, quantities, receiving units and utilization methods of hazardous wastes to be transferred by your company are inconsistent with the contents of the approval and change, a new application for trans-provincial transfer of hazardous wastes shall be submitted.
5. Our office entrusts the Bureau of Ecological Environment of Linxia Hui Autonomous Prefecture to supervise and manage the trans-provincial transfer of hazardous wastes.
