2025, the Third Council Meeting of the Fifth Session of Sichuan Cement Association and the Meeting of Heads of Major Enterprises were held in Chengdu. The meeting was presided over by Du Yunlong, Secretary-General of Sichuan Cement Association, specially invited Shi Zhonglin, Deputy Director of Material Industry Division of Sichuan Provincial Department of Economy and Information Technology, Yan Songlin, First-level Investigator of Atmospheric Division of Sichuan Provincial Department of Ecology and Environment, and President, Vice President and Directors of Sichuan Cement Association attended the meeting. Nearly 50 people attended the meeting, including the Party branch, the Secretariat, the board of supervisors, the executive group, the head of the supervisory group and its main personnel, and the head of the main cement enterprises in Sichuan and their sales leaders.
The meeting carried out the election of the person in charge of the mid-term adjustment. Consideration and adoption of the Proposal on the Election of the Chairman and Vice Chairman and the List of Chief Scrutineers, Scrutineers and Counters for the Third Session of the Fifth Board of Directors (Draft). Zhu Mingfu, Secretary of the Party Branch of Sichuan Cement Association, read out the Notice of the Social Work Department of the Sichuan Provincial Committee of the Communist Party of China on the Review Opinions of the Candidates for the Heads of the Provincial Trade Associations and Chambers of Commerce (the third batch in 2025). The fifth chairman (legal representative) and vice chairman of Sichuan Cement Association were elected by secret ballot and equal election by 21 governing units and all delegates of Sichuan Cement Industry. Zou Jiabin was unanimously elected as the chairman (legal representative) of the Fifth Council of Sichuan Cement Association, and Tang Jianhua and Zhang Baohua were unanimously elected as the vice chairmen of the Fifth Council of Sichuan Cement Association.
The conference studied and implemented the spirit and requirements of a series of anti-volume meetings, documents and articles of the central and competent government departments at all levels. Du Yunlong, Secretary-General of Sichuan Cement Association, organized everyone to systematically study and publicize the spirit and requirements of a series of anti-involution meetings, documents and articles held by the Party Central Committee, the State Council, the ministries and commissions of the state, the competent departments of provincial governments and the China Cement Association, to interpret the essence of the spirit and clarify the key tasks.
The meeting carried out work exchanges. Pu Yun, Deputy Secretary-General of the Association and member of the Executive Group, reported the operation of the cement industry in Sichuan Province from January to September 2025, and put forward the objectives, tasks and measures for peak staggering production and anti-involution in the fourth quarter, which were submitted to the meeting for discussion. The leaders of the governing units of the association, the responsible persons of the main cement enterprises and the representatives of the member units made exchanges and speeches, elaborated the situation and tasks, analyzed the problems and difficulties, put forward suggestions and suggestions, and reached a broad consensus around the themes of peak staggering production, ultra-low emission transformation and "anti-involution" of the industry, combined with the actual situation of the industry and enterprises. Zou Jiabin, the
newly elected chairman of the Fifth Council of Sichuan Cement Association, delivered a speech on his performance. First of all,
he thanked the leaders, directors and representatives of enterprises for their full trust and high recognition, and expressed that he would firmly believe, scrupulously abide by his duties, innovate his work, serve the industry, unite and lead the management team of the association and colleagues in the industry to work together to continuously improve the comprehensive benefits of cement enterprises in the province and promote the high-quality and healthy development of the cement industry in the province. Chairman Zou Jiabin put forward three opinions based on the actual situation of the industry.
First, face up to reality and build up confidence. The overcapacity situation of cement industry in Sichuan Province has become increasingly prominent, and the vicious competition continues to intensify. On the other hand, the state's western development strategy, Sichuan-Xizang Railway, Chongqing-Kunming high-speed rail, Chengdu-Chongqing Middle Line high-speed rail and other major projects will provide a wide range of market demand for Sichuan cement enterprises, so we should have full confidence in Sichuan cement industry.
Second, we should innovate our work and overcome difficulties. Build industry culture and industry self-discipline mechanism, and maintain the legal, fair and orderly competition order of the industry in accordance with the law and regulations. Establish cross-regional cooperation, coordinate the inter-provincial and cross-regional cement industry, achieve mutual benefit and win-win situation, and promote common development.
Third, we should grasp the current situation and make a perfect ending. Cement enterprises in the whole province should strictly implement the policy requirements and management regulations of the competent departments of the state and Sichuan provincial governments for the cement industry, attach great importance to peak staggering production, ultra-low emission transformation and control of "involution" vicious competition, and resolutely complete the annual peak staggering issued by the Provincial Economic and Credit Department, the Department of Ecological Environment and the Sichuan Cement Association. Promote the sustainable and healthy development of the industry. Yan Songlin, a first-level researcher of the Atmospheric Department of
the Sichuan Provincial Department of Ecology and Environment, finally made a guiding speech.
He stressed that while focusing on economic development, cement industry enterprises should also attach importance to environmental protection and promote green and high-quality development.
First, we should promote the transformation of ultra-low emissions. Each enterprise shall establish and improve the ultra-low emission transformation mechanism. The principal responsible person shall regularly or irregularly listen to the progress of the ultra-low emission transformation, timely study and solve the problems existing in the transformation process, incorporate the ultra-low emission transformation into the annual incentive assessment scope of the company, and the regional companies of the group shall vigorously support the ultra-low emission transformation of the enterprise in terms of capital arrangement.
Second, strict supervision over the operation of air pollution prevention and control. Enterprises should strengthen supervision over entrusted third-party operating agencies, operate pollution control facilities, maintain and manage monitoring and control facilities and equipment, ensure the normal operation of monitoring systems, and resolutely prevent the occurrence of abnormal operation of control facilities, monitoring and control data fraud, and environmental protection account fraud.
Third, we should prepare for heavy pollution weather this winter and next spring. We will improve and formulate emergency emission reduction measures for heavily polluted weather as required, and actively shut down kilns in the last three months of this year to implement peak staggering production to cope with heavily polluted weather.
Fourth, the provincial cement association should continue to play a good role as a bridge between government and enterprises. Assist government departments to guide enterprises to promote peak-staggering production, ultra-low emission transformation, grinding station enterprise publicity and other work, and deepen the study of peak-staggering production incentives in combination with ultra-low emission transformation, environmental performance, energy saving and consumption reduction, and heavy pollution weather response.
Fifth, the ecological environment department actively serves enterprises. Eco-environmental departments at all levels actively support and help enterprises in ultra-low emission transformation, pollution prevention and control fund declaration, environmental performance declaration, and the preparation of emergency emission reduction measures for heavily polluted weather.
The meeting also studied and arranged the work related to the management of the association. The Proposal on the Adjustment of the Deputy Secretary-General was considered and approved, and the appointment of Wu Lijun as the Deputy Secretary-General of Sichuan Cement Association was approved.
